Job Description

The Application Development Manager is responsible for managing the technical needs across the PBM Benefits space in the Pharmacy Benefits Management segment. They oversee the development, operations, and support of the myPBM suite of applications. This role collaborates closely with technical leaders of the myPBM space and Claims Adjudication team to assess business goals, strategic objectives, and to develop a comprehensive multi-year roadmap for the myPBM teams.

This position requires close collaboration with Business Stakeholders, Product Managers/Owners, and Engineering teams across different environments. The manager will work with senior leaders to ensure investments align with the enterprise’s strategic goals and technology roadmap.

Responsibilities

• Understand, manage, and report on the technical needs across the web portfolio of applications used in PBM processes, focusing on delivering high-quality business outcomes.
• Analyze operational practices for effectiveness and practicality, fostering an innovative culture.
• Serve as the first contact for planning development needs for new initiatives and act as an escalation point for existing development resources.
• Establish a clear vision aligned with company values, set challenging yet achievable objectives, and motivate teams to balance customer needs, budgets, and business success.
• Coordinate with technical advisors to determine automation, training, and skill development needs.
• Support both business and technical understanding of customer experience, back-end technologies, and operations.
• Build and lead a high-caliber, diverse team capable of achieving or exceeding goals, fostering collaboration across technology functions.

Required Qualifications

• 5+ years of progressive IT experience with a focus on engineering development, including:

• Awareness of member experience and opportunities for automation and innovation to reduce legacy platform dependency.
• Experience in identifying and documenting business needs, working effectively with technical resources.
• Customer-first orientation with a passion for delivering quality tools and content.
• Collaborative work style with project management skills.
• Proficiency in communication across organizational levels.
• 3+ years of direct management experience, including performance reviews and leading cross-functional or vendor teams.
• 3+ years of cloud development experience in AWS or Azure.

Preferred Qualifications

• 8+ years in IT with emphasis on engineering development.
• 5+ years of cloud development in AWS/Azure and software development in Angular, Java Spring.
• Experience with infrastructure development, source control, automation, and DevOps/SecOps practices.
• Experience with cloud platforms (Azure, AWS, GCP), microservices, and API integrations.
• Passion for developing impactful technology solutions.

Education

Bachelor's degree in Computer Science or Engineering, or equivalent work experience.

Additional Details

Hours: 40/week | Full-time | Pay Range: $92,700 - $203,940

This range depends on experience, education, and location. The role is eligible for bonuses and incentives.
