Job description

This position will lead the continuous development of the Chugach safety program. This position will carry out the prime responsibilities for the general safety and health functions to include: evaluating the work environment for safety hazards, recommending control measures and safe work practices, developing training, and assessing compliance with regulatory requirements. Promote a safety culture program that connects safety performance to operational outcomes and employee wellbeing, using engagement strategies, behavior-based observation, programs and education to build safety ownership at all levels of the workforce.

Essential Functions

• Plan, develop, and implement Chugach's safety, health, and incident prevention programs for regulatory compliance.
• Consult with supervisors and employees to provide information and solutions on company safety programs and associated safe work practices.
• Determine safety program deficiencies. Schedule, inspect, report, and track the results of periodic safety inspections, to include hazard elimination.
• Conduct field and site visits, audits and evaluate workplace environments, equipment, and work practices to assure compliance with company, State, and Federal safety requirements and regulations.
• Provide safety support to high-risk work activities and ensure appropriate risk control measures are identified and implemented.
• Facilitate hazard assessments and job safety analysis.
• Determine resources required to administer programs and develop and manage the safety budget.
• Investigate workplace injuries, illnesses, incidents, property damage events, and near misses to identify root causes, recommend corrective actions, and implement measures to prevent recurrence.
• Plan, develop and supervise special safety projects and contractors.
• Support continuous improvement and operational efficiency by identifying areas of opportunity and sharing recommendations with management.
• Determine, evaluate, and recommend Personal Protective Equipment (PPE).
• Maintain records for statistical measurements and management reports; reporting conforms to State and Federal requirements and safety industry standards.
• Develop and implement Chugach's emergency response evacuation plan.
• Conduct electrical safety demonstrations and classes for schools, community organizations, fire and police departments, and other entities.
• Maintain OSHA/AKOSH (Occupational Safety and Health Administration / Alaska Occupational Safety and Health) recordkeeping requirements, including the OSHA 300 Log and annual 300A summary certification and 301 posting, and ensure required record retention periods are met
• Serve as the company's primary representative during OSHA/AKOSH inspections and regulatory audits, including managing information requests, participating in walkarounds, and developing responses, abatement plans, or contests to any citations issued.
• Develop, implement, and maintain written compliance programs required by regulation.
• Manage the company's fleet and driver safety program.
• Prepare and administer employee performance reviews. Plan for staffing, training and development of department personnel.
• Prepare and present safety performance metrics, program status updates, and regulatory compliance reporting to executive leadership.
• Ensure certified PPE hazard assessments and safety assessments are current and updated on a periodic basis.

• Detail oriented with a high level of accuracy in reporting and compliance standards.
• Knowledge of AKOSH, OSHA and DOT (Department of Transportation) regulatory compliance requirements.
• Knowledge of NEC (National Electrical Code), NESC (National Electrical Safety Code), NFPA (National Fire Protection Association), IFC (International Fire Code), ANSI (American National Standard Institute), ASTM (American Society for Testing and Materials), CGA (Compressed Gas Association), ASME (American Society of Mechanical Engineers), and other consensus standards.
• Ability to interpret compliance and consensus standards to determine their impact upon Chugach.
• Knowledge in the principles of electricity and electrical circuits.
• Knowledge of safety, accident prevention, and safety equipment.
• Advanced knowledge of Microsoft Office applications.
• Effective written and oral communication skills.

Supervisory Responsibility

This position has the supervisory responsibility for the Safety Specialist and Health, Safety and Environmental Coordinator.

Work is performed in both office environments and field conditions, where exposure to cold wet weather and rough terrain can be expected. Occasional exposure to hazardous noise and chemicals is possible. Frequent travel to various work sites and remote locations by light aircraft and helicopter is required.

Minimum Qualifications and Experience

Education

Bachelor's degree in occupational safety and health, science, engineering or related discipline, required.

Training, Licensure, Certifications

Valid Alaska driver's license with acceptable driving history for fleet insurance coverage, required.
Must have Professional Certification (CSP or CIH) or obtain within one year.

Experience

Five (5) years of progressively responsible experience, including supervisory in safety, accident/incident prevention, industrial hygiene, loss control, and safety education is required. Must have experience in industrial incident investigations and written mitigation plans. Experience working in a utility/union environment preferred.

Substitution

Additional experience in a similar complex safety role or related field may be substituted for the required education on a year-for-year basis.
