Summary

Job Description

This position will oversee the physical security of Chugach’s buildings, laydown yards, substations, and power plants in compliance with regulatory requirements and laws. This position will direct security services to ensure critical infrastructure assets remain protected. Responsible for developing, managing, auditing, and directing all activities relating to Railbelt Reliability Council, (RRC) Critical Infrastructure Protection (CIP) and capital improvement programs. Additionally, this position is responsible for maintaining and updating security policies and standards, developing, and reviewing security compliance procedures and evidence, developing and providing security training and performing security vulnerability assessments.

Essential Functions

Manage the physical security for Chugach’s campus, Substations, Power Plants, and laydown yards, direct security practices and procedures so that standards are maintained and roles are well defined.
Oversee regulated physical security programs, develop risk assessments and remediation activities for and advise on mitigation strategies to manage compliance with statutory RRC and CIP requirements.
Develop and maintain physical security standards, policies, and procedures and implement training sessions.
Manage organizational readiness for physical security audits, and investigations, and coordinate responses to regulatory inquiries.
Prepare and administer employee performance reviews and plan for staffing, training and development of department personnel and security contractors.
Manage access control system for the authorization of entry and exit of employees, visitors, vendors, and members for compliance with security policies and permissions.
Support continuous improvement and operational efficiency by identifying areas of opportunity and sharing recommendations with management.
Manage the selection, installation and maintenance of perimeter intrusion detection systems (PIDS) throughout Chugach’s service territory.
Prepare and deliver reports to leadership and the Board of Directors.
Monitor designated security systems and respond to any potential security or safety concerns in accordance with established procedures.
Investigate security breach events and coordinate with third parties for resolution, mitigation measures and report to the appropriate law enforcement agency.
Obtain and oversee third party vendor physical security vulnerability assessments, determine mitigation plans, and implement remediation efforts for Chugach facilities, assets and off-site events.
Direct the full lifecycle of the Chugach’s 400+ camera surveillance program.
Manage and develop the ongoing, preventative, and capital maintenance efforts utilizing industry standards and best practices to ensure equipment replacement prior to critical failure.
Prepare and assist with capital and operating budgets relating to division and contracts.
Leverage AI-powered analytics and automation to enhance threat detection, and streamline incident response.
Liaise with local and national security groups and regulatory bodies.
Manage Chugach’s key control program ensuring keys are tracked, issued appropriately, and recorded.
Coordinate and participate in emergency response and take a leading role in storm restoration, natural disasters and other emergency events.

Supervisory Responsibility

This position has supervisory responsibility for the Physical Security Specialist and contracted security officers.

Work Environment

Work is performed in a standard office environment with some fieldwork required. Some evening and weekend work may be required occasionally. Occasional air travel is required. Attendance at Board of Directors’ meetings and conferences outside of the state may be required. Position requires incumbent will be on a rotation based on-call status for emergency situations with an expectation of several callouts per year.

Minimum Qualifications And Experience

Education

Bachelor's degree in business administration, security, logistics, or related field, required. Additional related courses in security practices, desired.

Experience

Five (5) years of progressively responsible experience of security, law enforcement or related positions, including security personnel supervision, scheduling, project management required.

Substitution

Additional education in security, incident command or similar field may substitute for the experience requirement, on a year for year basis.

Additional professional experience (above the five (5) year minimum) in a similarly complex, related role may be substituted for the required education on a year-for-year basis.
