Expected salary range

$124,200 to $138,000, varies based on experience, along with comprehensive benefits package that includes bonus and 401(k).

Primary Purpose Of Position

Support Constellation's regulatory affairs strategy in contested cases and similar proceedings before state utility commissions. In consultation and coordination with a cross-functional team across the company's policy, legal and business organizations, the position coordinates and supports litigation positions, builds external coalitions, engages with external stakeholders, and supports advocacy strategies to realize regulatory outcomes that create value for the company. The position prepares, and coordinates regulatory advocacy materials such as briefs, expert analysis and testimony, comments and position papers. To further Constellation's advocacy interests, the position maintains and leverages relationships with regulators and regulatory staff, industry participants, and other stakeholders and advises the business units regarding the impact of and opportunities created by regulatory litigation, including making recommendations for advocacy, commercial positions and other actions driving value for the company's operations and assets.

Primary Duties And Accountabilities
  • Manage the company's regulatory affairs activity in contested cases and similar proceedings before state utility commissions, including support for and development of litigation positions, building external coalitions, and executing regulatory affairs strategies to realize outcomes that create value for the company.
  • Prepare and coordinate the preparation of regulatory advocacy materials, including briefs, expert analysis and testimony, comments, and position papers.
  • Lead efforts with our retail and commercial teams and Retail Energy Supply Association (RESA) to coordinate Constellation participation in retail related proceedings and rate cases (where appropriate) to ensure fair-rate allocation and designs for both our existing and potential customers. Additionally, they will play a role in supporting, defending, and in certain instances expanding state retail energy opportunities in competitive states and new states identified by the Commercial Team.
  • Monitor and attend relevant commission general meetings and share all retail/commercial related pertinent information with the broader Policy, retail and commercial teams.
  • Monitoring legislation or rule implementation at the commission level, including rulemakings, workshops, and technical conferences related to retail matters.
  • Maintain and leverage relationships with regulators and regulatory staff, industry participants, and other stakeholders to further Constellations regulatory advocacy interests, including representing the company at conferences and industry gatherings.
  • Manage and support key docketed proceedings and ensuring the development and evolution of data center tariffs across our key states. The manager will collaborate with relevant internal departments to develop and enhance tools and reports to keep the organization informed on data center tariff developments, among other new large load related matters.
  • Coordination of engagements at NARUC, MACRUC, MARC and other conferences as determined in the Regulatory Advocacy Affairs Strategy.
  • Perform other duties as assigned by the Department VP or Director.
Minimum Qualifications
  • Bachelor's degree and 8-years of experience, in lieu of degree 12-years of experience
  • 8-years of professional experience with two or more specializing in government affairs, public advocacy and/or communications or a minimum of 6 years of professional experience with 4 or more specializing in government affairs, public advocacy and/or communications
  • Demonstrated comprehensive knowledge of legal principles, practices, and procedures, with the ability to apply them to complex assignments
  • Strong interpersonal skills with the ability to build strong relationships with team members and business stakeholders
  • Excellent legal research, analytical abilities, and knowledge of federal and or state law
Preferred Qualifications
  • Bachelor's degree in Business, Engineering, Political Science, Public Policy or related field
  • advanced degree in political science, public policy or related field or law
  • Demonstrated ability to build strong network of contacts within government and local agencies at multiple levels
  • Understanding of energy industry broadly, and the electric generation sector specifically, is preferable.
