Overview

The Manager, Proposal Delivery – AST / SV is responsible for the delivery of complete bid packages throughout the proposal process. Responsible for coordinating the work of all members of the proposal team (direct reports or those assigned to support the bid process) for various bid packages covering engineering, fabrication, procurement, construction and maintenance / repair of tanks, spheres and specialty vessels.

Essential Functions
  • Actively supports the Company’s commitment to safety and its “Core Values.”
  • Represents the Company at all times with high moral standards while adhering to the Company’s “Code of Business Conduct and Ethics.”
  • Assists in coordinating the work of Estimating, Engineering, Operations, and support Functional personnel.
  • Responsible for the delivery of complete bid packages, including schedule, exhibits. execution plans and estimates.
  • Ensures compliance with the Delegation of Authority (DOA) and Gate Review processes, including coordinating the review efforts through the respective DOA approval levels.
  • Assist in the production of accurate and reliable estimates and all documents needed for internal review (project risk analysis, commercial analysis, estimating metrics, etc.).
  • Work with estimating on the development and maintenance of standard estimating metrics to be used for future estimates.
  • Ensures the quality of estimate reviews, including additional focus on historical metrics, basis of estimate, risk analysis and execution plans.
  • Works closely Operations, Business Development as well as supporting Functional Leads in the identification, pursuit, and win strategy for proposals in line with strategic objectives.
  • Works closely with Project Delivery team and Business Development to develop “proposal management teams” per proposal effort.
  • Establish, agenda and participate in opportunity strategy discussions, Proposal Reviews, FEL Development, FEED efforts, job walks, etc...
  • Collaborates with the members of the MSI leadership to identify deliverable methods and processes align with strategic vision for Matrix Service.
  • Ensures policies and standard operating procedures in line with corporate policy are implemented across the members of the proposal delivery team.
  • Develops, directs, coordinates, and motivates a competent and cohesive delivery team through effective communication, delegation of responsibility, accountability, and professional development from proposal kick off through proposal submission
  • Coordinate teams for multiple proposals simultaneously, meeting deliverables and proposed deadlines.
  • Performs other responsibilities, as directed, or otherwise required.
Qualifications
  • Bachelor of Science degree in Construction Management or related field; equivalent experience/knowledge without degree.
  • 8+ years of experience in operations or project management.
  • Knowledge of Industrial Construction and EPFC delivery models, clients, and market services to be provided.
  • Knowledge of Tank, Vessel, Sphere execution and delivery models.
  • Knowledge of Tank, Pipe and Structural fabrication execution and delivery models.
  • Understanding of corporate and industry practices, processes and standards and their impact on project activities.
  • Ability to interact and work effectively with personnel at all levels of the organization, as well as with members of management in client companies.
  • Ability to influence and manage others who are not in their direct reporting chain.
  • Strong knowledge of Industrial construction, estimating, engineering, fabrication, project management as well as supporting functional leads.
  • Ability to apply innovative and effective management techniques to maximize performance.
  • Direct and straightforward communication style; ability to set clear and specific direction, goals, objectives, and expectations; subordinates know where they stand.
  • Ability and willingness to delegate responsibility and accountability, but hands on enough to stay on top of the business.
  • Strong computer skills, including MS Word, Teams, SharePoint, Excel, Outlook, Project, and Power Point.
  • Exposure to estimating software and database programs, a plus
  • Understanding of standard contract language/negotiation, a plus
  • High energy level with a strong sense of urgency.
  • Willingness to travel as needed/required.
  • Occasional overtime may be necessary to meet proposal delivery requirements.
