Job summary

Telework

Job Summary

MTA C&D Development plays a pivotal role in determining what, when, and how the MTA builds – prioritizing capital investments, evaluating project scopes, establishing the project and program budgets, maximizing external funding opportunities, monitoring and reporting on Capital Program performance; and strategically coordinating packaging and scheduling work to maximize benefits and minimize construction impacts to MTA riders. This position will join MTA C&D's Bridges & Tunnels (B&T) Project Development unit, the team responsible for planning, prioritization, scope selection and definition, budget development and oversight, and project lifecycle monitoring for B&T capital projects. B&T Project Development is charged with developing, optimizing, and controlling capital project scopes; managing their associated schedules and budgets; compiling and maintaining information on project priorities, cost estimates, and schedules; using that information to assemble an actionable program of projects that fit within anticipated funding constraints; and recommending project bundling and execution strategies to maximize efficiency. The team works closely and collaboratively with stakeholders across the MTA, including project sponsor departments at B&T and MTA C&D's Planning, Delivery, and Contracts departments. B&T Project Development ensures that capital investments provide the best value for MTA customers and agency operations and maintenance needs by facilitating and overseeing the advancement of capital projects throughout their entire project lifecycle. This position will administer and manage Capital Force Account Budgets for the B&T Capital Program, which allow both B&T and C&D-payroll labor hours to be charged to the Authority's capital programs, while also administering charge codes for Authority labor on operating budget projects (for tracking purposes). This position will coordinate, monitor, and review force account-related budgets and invoice the capital program for all active capital projects on behalf of other departments to correctly assign labor charges to the Authority's capital programs.

Responsibilities

• The Manager is to administer and manage Force Account Budgets – both B&T and C&D payroll for all active B&T Capital Programs.
• In this role, the Manager is responsible for preparing and submitting monthly Force Account invoices to the MTA Business Service Center (BSC) for B&T Labor Costs and resolving issues to ensure timely reimbursement of Authority labor expenses; managing open Force Account contracts with the BSC.
• In this role, the Manager is responsible for reviewing and submitting monthly C&D payroll Force Account invoices received from C&D Finance to the MTA Business Service Center (BSC) for C&D payroll Labor Costs and allocating these invoice costs based on employee time reporting for each month.
• The Manager is responsible for enforcing MTA Budget policies and guidelines in carrying out the oversight function of both the Capital Force Account and Operating Charge Code programs.
• The Manager is responsible for preparation of all Force Account WAR certificates and close-out of these WAR certificates at projects' end.
• The Manager will administer all Force Account budgets – both B&T and C&D payroll -- in the MTA's PSR and IMPACT systems and maintain/update policies and procedures for the use of Force Account for Authority labor charges, while also reallocating budgets between the two force account budgets based on spend rates as required.
• The Manager will conduct an annual Force Account Overhead Rate Survey to develop a new overhead rate for Force Account charges.
• This position will prepare regular reports and special analyses for agency executives on Force Account and Operating charge codes as required to avoid budget overruns; resolve issues as needed.
• Manage staff in preparing documentation and tracking budgets for the Authority's capital programs.
• Suggest and implement improvements in the Authority's Force Account processes.
• Liaise with C&D Planning, C&D Delivery, MTA Bridges and Tunnels, and C&D Finance on Force Account Issues.

Education and Experience

Bachelor's degree in Urban Planning/Transportation Planning, Public Policy, Public Administration, Architecture, Engineering, Construction Management, Business, Finance/Economics, or a related field.

Master's degree preferred.
