The role partners with Finance, Strategic Planning and the Executive Leadership Team to ensure value, affordability and disciplined project execution in a complex energy landscape.

Qualifications

  • Bachelor's degree - Technical related degree plus 15 years of experience.
  • Bachelor's degree - Engineering preferred; Master's Degree preferred in PM/Construction Mgmt/MBA/Engineering or similar.

Responsibilities

  • Establish and govern the enterprise project controls framework across CITGO business units.
  • Advise senior leadership on estimating, cost management, schedule performance, risk management, and portfolio governance.
  • Provide independent investment assurance reviews of major capital projects prior to executive approval.
  • Develop and maintain CITGO Estimating Standards, Procedures and Job Aids.
  • Lead enterprise benchmarking and external assessments to improve capital investment performance.
  • Develop enterprise-level capital investment scenarios and long-range cost strategies.

Job Summary

The Manager, Project Controls Excellence serves as CITGO's enterprise authority for capital project controls, investment assurance, and cost predictability across the corporation's capital portfolio. This role establishes and governs enterprise project controls standards, methodologies, and performance expectations to support the successful delivery of capital investments and strategic growth initiatives. The position provides independent assessment and assurance of project cost, schedule, and project controls maturity to support executive capital allocation decisions and governance processes. As the corporation's leading authority on estimating, benchmarking, and project controls excellence, the role influences investment prioritization, improves portfolio performance, drives organizational capability development, and enhances confidence in capital project outcomes across all business units. The role partners directly with Business Unit leadership, Strategic Planning, Finance, and the Executive Leadership Team to ensure capital investments achieve optimal value, affordability, and strategic alignment while maintaining industry-leading project controls practices.

Minimum Qualifications

Bachelor's degree - Technical related degree plus 15 years of experience. Bachelors degree -Engineering - preferred, Master's Degree - Project Management, Construction Management, MBA, Engineering or similar - preferred

Job Duties
  • Establish and govern the enterprise project controls framework that drives capital investment performance, portfolio predictability, and disciplined project execution across all CITGO business units.
  • Serve as the corporation's recognized authority on project controls strategy, advising senior leadership on estimating, cost management, schedule performance, risk management, and portfolio governance
  • Provide independent investment assurance reviews of major capital projects to validate readiness, affordability, execution strategy, and funding recommendations prior to executive approval.
  • Author and maintain CITGO Estimating Standards, Procedures and Job Aids
  • Establish reporting activities of project control services.
  • Develop and manage estimating databases.
  • Lead enterprise benchmarking and external performance assessments to identify value improvement opportunities and enhance the competitiveness of CITGO's capital investment program across all CITGO Business Units
Job Duties II
  • Develop enterprise-level capital investment scenarios and conceptual cost strategies that support long-range planning, strategic growth initiatives, and corporate investment decision-making.
  • Provide independent gate assessments on capital projects.
  • Develop and mature organizational project controls capabilities through enterprise standards, training programs, mentoring, and Communities of Practice.
  • Serve as CITGO's IPA relationship manager.
  • Identify exceptions and variances to planned performance. Facilitate appropriate management intervention to maintain planned performance and to reduce and/or mitigate performance degradation.
  • Work with individual projects and business units to provide ongoing capital project reports and updates. Provide clear and timely reports that outline progress in terms of planned performance targets. Utilize and optimize capital project evaluation, estimating, and approval processes.
  • Manage cost activities including development and implementation of cost controls as needed. This is to include the building of long-range plans and annual budget estimates, as well as forecasting of individual projects.
