Job summary

Deer Park Refining Limited Partnership (DPRLP), known as PEMEX Deer Park, seeks a Process Technology Manager to lead the Deer Park Process Technology and Operations Support team. This role heads six Process Technology Engineers who deliver expertise across refining processes including crude distillation, delayed coking, FCC, and hydroprocessing.

Qualifications

  • Bachelor of Science in Chemical Engineering.
  • Minimum 10 years of experience in refinery/chemical processes.
  • Expertise in at least one refining process technology.
  • Direct operations support experience.
  • Strong stakeholder management and communication skills.
  • Ability to coach and guide direct reports and prioritize resources.

Responsibilities

  • Supervise and develop six Process Technology Engineers who support Operations Support Engineers and Front-End Development Engineers.
  • Partner with Process Engineering Managers to manage work plans, resourcing, and priorities, including external consultants.
  • Develop relationships with external technologists to ensure access to industry expertise.
  • Collaborate with Front-End Development Supervision to support capital projects portfolio execution.
  • Support hydrocarbon master planning and identify non-capex optimization opportunities with Business Development.
  • Oversee process modeling for accurate thermodynamic/kinetic models and operational optimization.
  • Champion process safety and Management of Change excellence for refinery modifications.
  • Provide environmental calculations and knowledge management documentation as needed.
  • Step in as Acting Process Engineering Manager when required.

Deer Park Refining Limited Partnership (DPRLP) known as PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX, and is a part of the PEMEX group which is a fully integrated oil company in the Americas, working across the entire value chain: exploration, production, industrial processing/refining, logistics and marketing. Job Summary

The Process Technology Manager (PTM) plays a critical leadership role within the Deer Park Process Technology and Operations Support (PTOS) team. This position leads and develops a team of six Process Technology Engineers (PTEs) who provide expertise across various refining process technologies—including crude distillation, delayed coking, fluidized catalytic cracking, hydroprocessing, etc.

While the PTM is expected to be a subject matter expert in at least one process technology, they will rely on their team for specialized knowledge across all refining processes. The PTM provides strategic technical guidance, ensures effective resource allocation, and fosters a high-performance engineering culture to drive operational excellence.

Accountabilities & Responsibilities:
  • Supervise and develop six Process Technology Engineers who are providing support to Operations Support Engineers (OSEs) and Front-End Development Engineers. Provide mentoring and coaching to develop their subject matter expertise and technical leadership skills.
  • Partner with Process Engineering Managers to support and provide resources to Operations. Assist in managing PTE and OSE work plans including resourcing and setting/re-setting priorities. This also includes the coordination of external consultant resources as needed (e.g. PHAs, complex troubleshooting, training, special tasks, startups, shutdowns, turnarounds, etc.).
  • Develop relationships with external technologists to ensure the PTOS team has quality industry expertise available when needed.
  • Partner with Front-End Development Supervision to support and provide resources for the development and execution of our capital projects portfolio.
  • Collaborate with Business Development to support the continuous improvement of our business strategy specific to hydrocarbon master planning. This includes identifying and driving non-capex optimization tactics and submitting project initiation forms for capex opportunities.
  • Oversee process modeling efforts, ensuring accurate thermodynamic and kinetic models for operational optimization and troubleshooting.
  • Champion process safety and Management of Change (MOC) excellence, ensuring technical assurance for refinery modifications.
  • Provide technical assurance through team for environmental calculations and knowledge management documentation as needed.
  • Step in as Acting Process Engineering Manager when required.
Qualifications:
  • Bachelor of Science degree required (preferred discipline Chemical Engineering).
  • Minimum 10 years of experience supporting various refinery and/or chemical processes.
  • Expertise in at least one refining process technology with a strong understanding of refinery process operations and integration, including process safety risk.
  • Direct operations support experience required; experience in process design is a plus.
  • Strong stakeholder management and communication skills.
  • Ability to vary coaching style according to the experience level of direct reports.
  • Ability to assess priorities, manage multiple resources, and drive competing initiatives efficiently.
