Description

The Payroll Operations & Compliance Manager will serve as a critical financial leader responsible for overseeing multi-entity payroll operations, ensuring regulatory compliance, and maintaining audit readiness across BBNC and its subsidiaries. This role is the payroll system subject matter expert — responsible for system configuration, third-party integrations, and process design — and serves as a key operational partner to Finance and HR teams. The position is intended to be systems- and process-focused rather than a hands‑on processing role: the manager ensures payroll operations run accurately and compliantly through strong process ownership, sound internal controls, and effective oversight of the team responsible for day‑to‑day processing.

KEY RESPONSIBILITIES (OVERVIEW)
  • Lead and manage end-to-end payroll operations, ensuring accuracy, compliance, and timely processing across all entities.
  • Oversee payroll-related accounting, financial reporting, audit support (401(k), financial statement, and Federal Single Audit), and complex compliance requirements related to taxes and benefits administration.
  • Serve as UKG Ready subject matter expert, managing system integrations, process improvements, and payroll training initiatives.
  • The ideal candidate is a technically strong payroll professional with experience managing complex, multi‑entity payroll operations in a highly regulated environment. They demonstrate advanced knowledge of payroll tax compliance, benefits administration, retirement plan reporting, and internal controls, along with hands‑on expertise in payroll systems (preferably UKG Ready). This individual is analytical, detail‑oriented, and collaborative, with the ability to lead process improvements, support audits, and serve as a trusted partner to Finance and HR leadership.
ESSENTIAL JOB RESPONSIBILITIES:
  • Own the end-to-end payroll and compliance operations across multiple entities, including multi-state tax withholding and wage and hour compliance; directly supervise payroll staff.
  • Serve as the UKG Ready subject matter expert- managing system configuration, back‑office settings, third-party integrations (benefits, 401(k), FSA/HSA, and other vendor feeds) and ongoing optimization.
  • Lead payroll process improvement and automation initiatives to drive efficiencies across payroll operations and systems.
  • Ensure compliance with multi-state payroll tax, wage and hour, and benefits regulations including filings and reporting.
  • Prepare payroll‑related journal entries, cash disbursement records, reconciliations, and support financial statement reporting requirements and documentation; support 401(k), financial statement and Federal Single Audits
  • Develop and maintain payroll and workforce reporting, ad hoc reports, and dashboards for Finance, HR, and subsidiary leadership.
  • Partner with HR on system administration, employee data integrity, benefits coordination and payroll/HR‑related process design.
  • Support subsidiary entities on payroll operations, system access, and reporting.
  • Participate in 401(k) audits, financial statement audits, and Federal Single Audits by preparing schedules, reconciliations, and supporting documentation.
  • Train and monitor staff and end users, including new hire onboarding, timesheet/UKG navigation, and payroll team performance, while maintaining confidentiality and serving as a primary point of contact for payroll inquiries.
  • Partner with Finance and HR leadership to strengthen internal controls, enhance payroll governance practices, and improve existing processes.
Requirements
ESSENTIAL SKILLS
  • Advanced knowledge of multi-state payroll tax laws, wage and hour regulations, benefits administration, and retirement plan compliance with demonstrated ability to maintain strong internal controls and audit readiness.
  • Strong payroll systems expertise, with demonstrated ownership of configuration, integrations, and reporting (UKG Ready strongly preferred).
  • Solid understanding of payroll‑related accounting: journal entries, reconciliations, financial reporting and audit support. Demonstrated ability to manage complex compliance requirements while maintaining strong internal controls and audit readiness.
  • Analytical and process improvement mindset: able to identify discrepancies, design solutions and lead process improvement and automation initiatives rather than just execute existing processes.
  • Excellent analytical, organizational, and problem‑solving skills with the ability to identify discrepancies and implement process improvements.
  • Strong collaboration skills and high discretion in handling confidential compensation/personnel data across Finance, HR, and subsidiary leadership.
MINIMUM QUALIFICATIONS
  • Bachelor’s degree required in accounting, finance, business management, or a related field with CPP designation preferred.
  • Minimum of five (5) years of progressively responsible experience in advanced payroll processing, preferably in a multi‑entity environment.
  • Minimum two (2) years of experience directly supervising staff.
  • Intermediate knowledge of general ledger functions, including preparation of journal entries and account reconciliations.
  • Advanced Excel and reporting/dashboard‑building skills, including the ability to perform complex data analysis, reconciliations, and reporting.
  • Experience supporting 401(k), financial statement, or Federal Single Audits preferred.
  • Experience with UKG Ready, Deltek Costpoint, or Sage Intacct strongly preferred.
