Bachelor's degree from four-year college or university with major in civil engineering or related field; five to ten years' experience in construction and maintenance of streets or related facilities and considerable managerial experience and/or training; or equivalent combination of education and experience. Possession of a Professional Engineer's license issued by the State of Virginia or ability to obtain within six months of employment. Must be a City resident or secure residence within the City limits within 12 months of employment.

Directs, plans and coordinates the operation of the Transportation Division engaged in long range transportation programs, construction and maintenance of streets, paving, sidewalks, landscape maintenance, permitting for events and activities in the right of way, street signs, pavement marking, street lights, traffic signals and snow removal. Supervises approximately 70 employees in the Transportation Division. Is responsible for the overall direction, coordination, and evaluation of division. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Ability to read, analyze, and interpret technical journals, financial reports, and legal documents. Ability to respond to inquiries or complaints from citizens, regulatory agencies, or members of the business community orally and in writing. Ability to effectively present information to management, public groups, and/or boards of directors. Ability to negotiate and resolve conflicts.
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret and deal with an extensive variety of variables. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with abstract and concrete variables.
Possession of a Professional Engineer's license issued by the State of Virginia or ability to obtain within six months of employment.
