Job summary

NEORSD is seeking a senior data and asset management leader to oversee CMMS and GIS data integrity for wastewater infrastructure. You will manage data, records, and reporting to ensure compliance with EPA, NPDES and related regulations.

You will lead CMMS projects, coordinate with O&M, IT and HR, and develop training and documentation to support system adoption and continuous improvement.

Qualifications

  • Bachelor’s degree in Engineering or related field.
  • Minimum five years data collection and control experience.
  • Two years of supervisory experience required.
  • Knowledge of GIS and EPA regulations.

Description

JOB SUMMARY

Directs the asset management technology strategy and integrity for the Computer Maintenance Management System (CMMS), asset records management and reporting/record activities. Establishes data and record management best practices and ensures organizational compliance with all current policies and regulations. Manages the implementation and maintenance of data, technical assessments, documentation and data reporting to ensure compliance with the National Pollution Discharge Elimination System (NPDES) Permit, the Environmental Protection Agency (EPA) and other regulatory agencies. Performs other duties of a similar nature as required.

ESSENTIAL FUNCTIONS

  • Manages the maintenance and integrity of the CMMS and Geographic Information System (GIS) for wastewater sewer infrastructure, including asset records management, reporting and recordkeeping activities and the ongoing management of asset inventories.
  • Manages the CMMS training program and maintains all training, procedural and process flow documentation.
  • Leads all CMMS-related technical projects, coordinating cross-functional activities with Operation and Maintenance (O&M), Information Technology, Human Resources and the CMMS vendor.
  • Ensures all CMMS application updates are tested on all impacted devices prior to rollout. Determines the level of impact of application changes to end users. Develops and implements communication and training plans.
  • Establishes and maintains best practices, policies and procedures to ensure consistent and accurate monitoring, collection, documentation and interpretation of stormwater, wastewater and asset-related data, including asset records, flow and level monitoring, rainfall, automated regulator and pump station data.
  • Leads the development and continuous improvement of business processes that support asset and maintenance data management, including CMMS asset records and related information systems.
  • Approves standards and enforces procedures for TSG-supported departments to ensure effective and efficient management of electronic and non-electronic asset records throughout their lifecycle in compliance with Sewer District’s Records Policy and content management best practices.
  • Continuously improves systems integration policies by staying current on industry best practices and emerging technologies within the public utilities industry. Develops and maintains quality assurance and quality control protocols.
  • Collaborates with key stakeholders, system end-users and departments to improve system reporting functionality, coordinates data standards and develops reports that support business needs, ensures permit compliance and promotes best CMMS practices. Prepares and provides status reports and meeting materials to support project communication and decision-making.
  • Manages the workload, activities and actions of the Systems Integration team including data collection, data analysis and the reporting distribution process to ensure efficient operation and maintenance in accordance with requirements of the Sewer District’s strategic plan.
  • Conducts regular staff meetings, establishes team and individual goals, identifies opportunities for improvement and provides leadership, training, coaching and mentorship to assigned staff through performance feedback and corrective action as needed to support the achievement of short- and long-term goals.
  • Performs other duties of a similar nature as may be required.

MINIMUM JOB REQUIREMENTS

EDUCATION

Candidate must possess a bachelor’s degree, preferably in Engineering, Engineering Technology or a closely related field.

EXPERIENCE

  • Candidate must possess five (5) years of experience in managing data collection and control to ensure consistent and accurate monitoring, collection, documentation and interpretation of data.
  • Experience must include two (2) years of supervising, managing and/or leading people, projects and/or processes.

OTHER REQUIREMENTS

LICENSURE AND CERTIFICATIONS

Candidate must possess a valid driver’s license with a driving record in accordance with the Sewer District’s acceptable guidelines.

KNOWLEDGE, SKILLS AND ABILITIES

  • Candidate must possess knowledge of GIS and EPA regulations and asset management best practice principles.
  • Candidate must possess effective written and verbal communication, organizational skills and decision-making abilities.
  • Candidate must possess the ability to effectively plan, coordinate, establish and maintain effective working relationships and prioritize workloads based on available resources.
  • Candidate must be able to read, interpret and write plans, specifications and project schedules.
  • Candidate must possess the ability to use, analyze and update automated maintenance programs and processes to effectively initiate and manage instrumentation and process control systems to meet/exceed Sewer District metrics.
  • Public speaking, attention to detail, organizational skills and time management skills to work on multiple tasks simultaneously are required.
  • Candidate must be proficient in Microsoft Office Suite including Word, Excel, Access, Outlook and PowerPoint.

PHYSICAL AND MENTAL REQUIREMENTS

During the course of performing the essential functions of this position, the employee must be able to analyze, communicate, comprehend, coordinate, make decisions, possess general intelligence, interact, interpret, negotiate, possess numerical intelligence, organize, problem solve, have resilience and perform tasks. Physical work will need to be performed, such as balancing, bending, climbing, driving, feeling, reaching, sitting, standing, talking, typing and walking. Repetitive movements will need to be performed such as simple grasping with one hand. Ability to lift from waist to shoulder up to 10 lbs. on a frequent basis may be necessary. Position will require visual demands of accommodation, depth perception, far acuity and near acuity. Ability to withstand faint to moderate noise exposure for fifteen minutes or longer on an infrequent basis is required. Exposure to environmental conditions such as respiratory hazards is encountered in this position.

Pay Range: USD, Commensurate with Experience
