Supervises the daily activities of the contract compliance team. Oversees compliance/Business Opportunity Program (BOP) activities. Reviews all contracts to ensure compliance with Sewer District policies and state law. Works with the Legal Department on contracts and agreements and tracks approval process. Works with the Purchasing department to perform the requisitioning and receiving process. Performs other duties of a similar nature as may be required.

ESSENTIAL FUNCTIONS

  1. Participates in the development of compliance department policies and procedures and makes new procedural recommendations.
  2. Reviews projects and contracts with Business Opportunity Program (BOP) goals to ensure compliance with procedures. Verifies accuracy of calculations and completeness of data.
  3. Reviews all reports created by staff including outreach, certification, contracts and prevailing wage reports.
  4. Supervises, directs and motivates staff to obtain high productivity, results and morale. Appraises performance, creates staff development plans and individualized job training and coaching. Hires, trains and takes appropriate corrective actions as needed.
  5. Creates requisitions and other documentation for compliance with Sewer District policies.
  6. Monitors receiving activity in Oracle EBS.
  7. Performs other duties of a similar nature as may be required.

MINIMUM JOB REQUIREMENTS

EDUCATION

  1. Candidate must possess a bachelor’s degree preferably in Business Administration or a closely related field.
  2. Equivalent combination of relevant education and experience may be substituted as outlined in the Education Equivalencies Policy.

EXPERIENCE

  1. Candidate must possess four (4) years of experience in working in contract compliance.
  2. Experience must include two (2) years of supervising, managing and/or leading people, projects, and/or processes.

OTHER REQUIREMENTS

LICENSURE AND CERTIFICATIONS

Candidate must possess a valid driver’s license with a driving record in accordance with the Sewer District’s acceptable guidelines.

KNOWLEDGE, SKILLS AND ABILITIES

  1. Candidate must have knowledge of principles and practices of compliance management and administration, business law, contracts and governmental procurement procedures.
  2. Candidate must possess effective written and verbal communication, organizational skills and decision-making abilities.
  3. Candidate must possess the ability to manage large accounts and tackle emergencies and difficult situations.
  4. Candidate must possess negotiation and conflict resolution skills to address issues and opportunities for improvement.
  5. Candidate must be detail-oriented and capable of managing large amounts of data, maintaining detailed comprehensive records, analyzing and organizing information, having effective project and time management skills, and being well organized.
  6. Candidate must be able to successfully perform general math calculations and have strong calculation skills.
  7. Candidate must possess the ability to effectively plan and coordinate, establish and maintain effective working relationships and prioritize workloads based on available resources.
  8. Candidate must be proficient in Microsoft Office Suite, including Word, Excel, Access, Outlook and PowerPoint.

PHYSICAL AND MENTAL REQUIREMENTS

During the course of performing the essential functions of this position, the employee must be able to analyze, communicate, comprehend, coordinate, make decisions, possess general intelligence, interact, interpret, negotiate, possess numerical intelligence, organize, problem solve, have resilience and perform tasks. Physical work will need to be performed, such as balancing, bending, climbing, crawling, crouching, driving, feeling, operating heavy equipment, kneeling/squatting, reaching, sitting, standing, talking, typing and walking. Repetitive movements will need to be performed such as simple grasping, power grasping and fine manipulation with both hands. Ability to push, pull and lift from floor to waist, waist to shoulder or floor to shoulder up to 20 lbs. on an occasional basis may be necessary. Position will require visual demands of accommodation, color vision, depth perception, far acuity and near acuity. Ability to withstand faint to moderate noise exposure for fifteen minutes or longer on an infrequent basis is required. Exposure to environmental conditions such as outdoor work is encountered in this position.

Pay Range: USD, Commensurate with Experience
