Job summary

Midwest Reliability Organization (MRO) is seeking a Manager of Registration & Certification to lead the ORCP in a hybrid role based in St. Paul, MN, with flexibility for part-time work from home.

This role oversees the NERC Registration process and the Certification process, ensuring programs meet criteria for performance capability. You will supervise registration and certification activities, maintain BES asset inventories, and collaborate with the ERO Enterprise and regulators.

Qualifications

  • Bachelor’s degree in engineering or a related technical field for BPS reliability is required.
  • Minimum 10 years of power system reliability experience.
  • Strong oral and written communication; able to present to large groups.
  • Certifications in BPS operations, risk, compliance or security are desirable.

Responsibilities

  • Oversee MRO Registration activities and related compliance processes.
  • Oversee MRO Certification activities for RCO/BAL/TO.
  • Maintain BES asset inventory within the MRO region.
  • Engage with ERO Enterprise, entities, and regulators.
  • Lead annual entity assessments for funding through Net Energy for Load.
  • Handle other duties as assigned.

Role Description

The Manager of Registration & Certification is a full-time, hybrid role based in St. Paul, MN, with flexibility for part-time work from home. This role is responsible for MRO’s Organization Registration and Certification Program (ORCP).This position oversees the NERC Registration process which identifies users, owners, and operators of the Bulk Power System and the Certification process which ensures specific functions meet or exceed criteria for performance capability. This role is also responsible for the creation and updating of internal ORCP processes, procedures, reports and delivering presentations to internal and external stakeholders.Day-to-day responsibilities:

  • Oversee MRO Registration activities including technical analysis, recommendation of changes to the NERC compliance registry, and coordination with internal and external stakeholders concerning registration
  • Oversee MRO Certification activities including review of organizations seeking to be registered as a Reliability Coordinator, Balancing Authority, or Transmission Operator
  • Verify and maintain accurate inventory of Bulk Electric System (BES) assets within the MRO region through the mapping of functional relationships between asset owners, operators, and users
  • Responsible for entity outreach on special NERC initiatives, publicly posted MRO reports, or ERO Enterprise processes or procedures that impact Registration and Certification
  • Represents and maintains intentional and productive relationships with the Electric Reliability Organization (ERO) Enterprise, registered entities, and regulators by attending collaboration group meetings
  • Collaborate with internal stakeholders for the annual entity assessments for funding through the collection and analysis of MRO entity Net Energy for Load
  • Other duties, as assigned
Qualifications
  • Bachelor’s degree in engineering or another technical area directly applicable to the reliability and security of the BPS is required; a minimum of 10 years of directly related experience may be considered in lieu of a Bachelor’s degree
  • Minimum of 10 years of relevant power system reliability experience with an understanding of BPS operations and planning is required
  • Basic understanding of cyber and physical security, as it relates to utility control systems is required
  • Effective oral and written communication skills and ability to present and to give presentations to large groups is required
  • Certifications related to BPS operations, risk management, compliance, and/or security are desirable
  • Knowledge and experience with the NERC Reliability Standards in a technical environment along with the NERC Standards Development Process is desired
Supervisory & Budgetary Responsibility

  • Responsible for creating, managing, and aligning the department budget with annual strategic goals

Standard office environment requires mobility and sedentary work

Travel Requirement: Approximately 20%; this position requires the ability to obtain documentation to allow for travel to and from Canada.
