Job summary

City of Anderson is seeking an experienced Manager of the Industrial Surveillance Division in the Water Pollution Control Department to direct and coordinate water quality activities and supervise industrial personnel.

The role requires a Baccalaureate Degree or equivalent with thorough knowledge of wastewater treatment, regulatory compliance, and laboratory field duties, plus ability to oversee permits and enforcement plans.

Qualifications

• Thorough knowledge of wastewater treatment and solids handling operations and water quality criteria.
• Thorough knowledge of and ability to make practical application of state and federal regulations and procedures regarding industrial pretreatment of hazardous waste.
• Ability to perform various lab and field duties for water quality testing.
• Technical ability to verify that spill response are performed sufficiently and reported to the proper regulatory authorities.
• Ability to devise and oversee implementation of various water quality projects.
• Ability to communicate tactfully and effectively with a wide variety of government officials, business representatives, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
• Practical knowledge of and ability to assist in preparing and administering department budget.

Responsibilities

• Directs the monitoring of industrial, stream, and groundwater pollution, and works with industry to correct water pollution problems.
• Oversees Anderson area White River water quality assessment.
• Reviews plant data, ensuring proper completion and accuracy, transcribes/enters in computer, and prepares reports summarizing test results.
• Reviews daily work of industrial personnel to ensure proper and accurate completion of work, taking corrective action as necessary.
• Provides technical advice to Superintendent on water quality issues as requested. Assists Superintendent in negotiating NPDES permits and new solids handling rules as needed.
• Provides necessary information to the City Attorney to update City Ordinance and other legal documents.
• Submits administrative orders and compliance documents to the Superintendent for issuance to industries.
• Writes discharge permits as required of a pretreatment designed by the City to comply with federal, local, and state regulations.
• Inspects industries to verify compliance with all applicable local, state, and federal regulations.
• Writes enforcement response plan and pretreatment emergency response plan.
• Supervises and oversees the daily activities of Industrial personnel, including scheduling vacations, overtime, delegating work assignments, evaluating performance, and recommending and administering disciplinary action.
• Tracks data for significant noncompliance by industries and submits public notice information to the newspaper for legal notices.
• Submits flow data to accounting department for bill issuance and calculates discounts to companies based upon evaporation rates.
• Establishes grease trap maintenance and inspection program to comply with applicable regulations.
• Composes various documents to comply with EPA audit requirements and Consent Decree requirements.
• Prepares and submits a variety of reports, such as report of operation, industrial pretreatment, toxicity identification/reduction evaluation, stream reach characterization, and department annual report.
• Occasionally conducts tours of wastewater plant for various groups.
• Serves on various related water pollution committees as assigned.
• Performs related duties as assigned.

II. DIFFICULTY OF WORK:

Incumbent coordinates and manages industrial surveillance activities, involving the ability to analyze, interpret, develop, and apply a wide range of rules and regulations to a variety of hazardous and industrial waste situations that are often complex in nature. Incumbent periodically assists in negotiating rules regarding plant permits.

III. RESPONSIBILITY:

Incumbent exercises independent judgment in applying accepted principles and practices of chemical and biological water quality testing to a variety of situations, ensuring compliance with federal, state, and local water quality regulations. Work is reviewed for overall compliance with policies and procedures.

IV. PERSONAL WORK RELATIONSHIPS:

Incumbent maintains frequent contact with co-workers, local, state, and federal government agencies, community groups, business representatives, and members of the general public for purposes of explaining and exchanging information, coordinating water quality activities, and negotiating permit rules.

Incumbent reports directly to the Superintendent.

V. PHYSICAL EFFORT AND WORK ENVIRONMENT:

Incumbent performs duties at a wastewater treatment plant and in a standard office environment involving standing/walking, handling/grasping/fingering objects, lifting/carrying objects weighing less than 25 pounds, close vision, and exposure to fumes, noise, and toxic chemicals. Safety precautions must be followed at all times to avoid injury to self or others.
