Manager of Infrastructure and Operations

Reports To: Director of Technology

Pay Grade: Supervisor Schedule, Grade 10 ($98,573-108,834)

Schedule: 52-week position

Job Summary: The Manager of Infrastructure and Operations is responsible for directing all aspects of the systems, services, infrastructure, networks and end user technology platforms throughout the District. Provides collaborative management, strategic vision, dynamic team leadership for technology operations. Directs infrastructure, engineering and network security staff to ensure a secure, maintainable, highly available environment of data center, applications, servers, storage infrastructure, data and voice networks, security, disaster recovery, backup processes, internet and remote access in support of the district’s teaching, learning and operations. Maintain business continuity strategies for restoring critical services and maintain Service Level Agreements (SLAs). Work in partnership with the Director of Technology to align Technology with the overall district direction, strategy and vision.

Preferred Qualifications:
  • Bachelor's degree in Information Technology, Computer Science, or a related field from an accredited institution; or equivalent combination of education and experience
  • Minimum 5 years of progressively responsible experience in IT infrastructure and operations management, including team leadership
  • Extensive knowledge and hands-on experience with:
    • Enterprise-level server systems
    • Network architecture and management (LAN/WAN)
    • Virtualization technologies, particularly VMware
    • Cloud infrastructure and SaaS-based operations
    • Storage solutions (NAS, SAN, Cloud)
    • Network and cybersecurity systems and best practices
    • Disaster Recovery and Business Continuity planning and implementation
    • Monitoring and management tools for networks, servers, and applications
    • Telecom infrastructure (PBX, VoIP)
  • Proven experience in designing, implementing, and maintaining complex IT infrastructure
  • Strong project management skills, with a track record of delivering projects on time and within budget
  • Experience in capacity planning and performance optimization of IT systems
  • Proficiency in developing and implementing IT processes and procedures aligned with industry standards
  • Demonstrated ability to lead and motivate technical teams, including hiring, mentoring, and performance management
  • Excellence in problem-solving, critical thinking, and analytical skills
  • Strong communication skills, including:
    • Ability to explain complex technical concepts to non-technical stakeholders
    • Skill in presenting to and engaging with executive leadership

Essential Job Functions:

  • Oversee and ensure the continuous effective operation of district applications and IT infrastructure, including 24/7 monitoring and rapid service restoration in case of outages
  • Collaborate with other directors and managers to address internal and customer support needs efficiently and effectively
  • Develop and implement effective change management, documentation, and service level processes to maximize system uptime during changes, upgrades, or maintenance
  • Lead and motivate technical staff to monitor and resolve customer issues and meet objectives
  • Establish and manage network operations and infrastructure budgets, schedules, work plans, and performance requirements
  • Evaluate existing IT infrastructure for potential migration to cloud hosting environments and develop implementation plans for major technology upgrades
  • Oversee the management of telecom, VoIP, fiber, and network infrastructure, including routers, switches, and data equipment
  • Develop and enforce IT policies for areas such as security, mobile device management, data retention, backup and recovery, disaster recovery, and access control
  • Coordinate technology infrastructure projects, deployments, and work requests
  • Manage the response and remediation of technology infrastructure service outages, ensuring proper communication regarding outage status
  • Monitor and triage the work request ticketing system, distributing technology infrastructure requests appropriately
  • Participate in and coordinate technology infrastructure maintenance, minimizing impact on end-users
  • Provide guidance, feedback, and training for technology infrastructure personnel
  • Maintain accurate documentation of technology infrastructure deployments and installations
  • Install, maintain, and monitor technology infrastructure security systems and respond to identified threats
  • Maintain inventory of installed hardware and software
  • Prepare written and oral reports on pending and completed work/service requests
  • Recommend standards for use and repair of computer hardware/software
  • Ensure adherence to district policies, procedures, and core values
  • Participate in and support district in-service training as required
  • Consistent and reliable attendance

Physical Requirements:

The employee is frequently required to remain in a stationary position for long periods. The employee is also required to move about the building and required to open and close filing cabinets, operate office equipment and computers. While performing the duties of this job, the employee is required to stand, walk, sit, use hands to finger, handle, or feel, reach with hands and arms, climb or balance, stoop, kneel, crouch, or crawl, talk, hear (in a quiet or noisy environment). The employee must occasionally lift and/or move up to 40 pounds. Specific vision abilities required by this job include close vision, distance vision and ability to adjust/focus. The employee may travel to remote locations including other district buildings. The employee spends a majority of their time communicating with staff and administrators and must be able to exchange and record accurate information in these situations.
