Requirements
- Bachelor's degree in construction management, architecture, engineering, facilities management, business administration, or a related field and five years of progressively responsible experience in construction, renovation, capital project, or facilities project management. A minimum of three years of project leadership, supervisory, or lead experience and a valid driver's license are required.
- Experience working with commercial, governmental, educational, industrial, or similarly complex facilities.
Equivalency
- An associate degree in a related field and seven years of progressively responsible experience in progressively responsible experience in construction, renovation, capital project, or facilities project management. Any equivalent combination of education, training, and/or experience as approved by the Human Resources Department.

Purpose and Scope
Reporting to the Director of Facilities and Construction, the Manager of Construction and Special Projects plans, coordinates, and manages construction, renovation, capital improvement, and other assigned special projects from initial planning through closeout. The position works with campus stakeholders, architects, engineers, contractors, consultants, and regulatory agencies to ensure projects are completed safely, on schedule, within budget, and in accordance with institutional standards, contract requirements, and applicable laws and codes.
Duties and Responsibilities
- Manage assigned construction, renovation, capital improvement, and special projects through planning, design, procurement, construction, inspection, occupancy, and closeout.
- Coordinate architects, engineers, contractors, consultants, vendors, and campus stakeholders; establish project expectations, facilitate communication, and resolve design, scheduling, construction, and operational issues.
- Review plans, specifications, estimates, bids, contracts, and construction documents for completeness, accuracy, constructability, institutional needs, and compliance with applicable requirements.
- Develop and monitor project budgets, cost estimates, schedules, purchasing plans, and cash-flow needs; track expenditures, review invoices, evaluate change orders, and identify risks that may affect cost, quality, or completion dates.
- Monitor project progress through meetings, site visits, inspections, documentation, and schedule reviews; verify work conforms to contract documents, safety requirements, building codes, accessibility standards, and other regulations.
- Coordinate project procurement and contract administration in accordance with College policies and applicable purchasing requirements; support negotiations, amendments, payment processing, and resolution of contractor or consultant performance concerns.
- Plan construction activities to minimize disruption to instruction, campus operations, events, and public access; coordinate shutdowns, relocations, access controls, and project-related communications.
- Maintain accurate project files, reports, permits, warranties, as-built documents, closeout records, and other required documentation; provide regular updates to College leadership and stakeholders.
- Support long-range capital planning, facility assessments, project prioritization, sustainability efforts, and the development of standards and procedures that improve project quality, safety, and efficiency.
- Respond to project-related emergencies and time-sensitive issues as needed, provide professional customer service, and perform other related duties as assigned.
Knowledge, Skills, and Abilities
- Knowledge of construction project management principles, methods, sequencing, contract administration, cost estimating, scheduling, quality assurance, and project closeout.
- Knowledge of federal, state, and local building codes, safety requirements, accessibility standards, procurement requirements, and regulations applicable to planning, design, construction, and renovation.
- Ability to read and interpret architectural and engineering plans, specifications, contracts, bids, technical reports, and construction documents.
- Ability to develop and monitor project budgets, forecast costs, evaluate change orders, manage vendors and service contracts, and responsibly manage institutional resources.
- Ability to organize multiple projects, establish priorities, anticipate risks, solve problems, and meet deadlines in a changing environment.
- Ability to coordinate and monitor the work of architects, engineers, contractors, consultants, vendors, and assigned staff while maintaining accountability for quality and performance.
- Ability to communicate clearly and professionally, both orally and in writing, and to prepare reports, recommendations, project updates, and presentations for varied audiences.
- Ability to build cooperative working relationships, facilitate stakeholder decisions, negotiate solutions, and provide effective customer service.
- Ability to use project-management, financial, scheduling, document-management, and standard office technology.
- Ability to read, understand, follow, and enforce safety procedures and to respond to project-related emergencies or urgent issues as needed.
Supervisory Responsibility
May supervise assigned employees, temporary personnel, or project staff and is responsible for coordinating and monitoring the performance of contractors, consultants, and vendors associated with assigned projects.
Work Environment and Physical Demands
- Work is performed in office settings and active construction, renovation, and campus environments.
- Regularly use a computer and communicate information orally and in writing.
- Frequently walk, stand, climb stairs, and navigate uneven or active work sites.
- Occasionally stoop, bend, kneel, crouch, reach, and lift or move materials weighing up to 25 pounds.
- May be exposed to noise, dust, weather, moving equipment, and other conditions typical of construction sites; required protective equipment must be used.
- Must be able to travel between project locations and respond to urgent project matters outside regular business hours when necessary.
