The salary range above represents the earning potential for this position. The anticipated hiring range for this position will be $85,937.00 to $114,733.00, based on the candidate’s qualifications and experience.
The Montgomery County Board of Elections (BOE) is responsible for administering Federal, State, and County elections within the County. We are the largest jurisdiction in the state of Maryland, with approximately 750,000 registered voters, the largest number of mail‑in ballots cast, 58 vote‑by‑mail drop boxes, 14 early voting centers, and 230 polling places on election day. The work of the Board of Elections is governed by Federal and State legal framework, Maryland State Board of Elections regulations, and county regulations and procedures.
Organizational structure and operational capacity of the Board of Elections is instituted with the goal to administer efficient, open and fair elections to all eligible Montgomery County voters. The Board of Elections’ operations are supported by $15 million annual budget, and elections are administered by 34 permanent employees, up to 100 seasonal temporary employees, and over 3,500 election judges. All election operations are directed from one multi‑functional main office and warehouse facility, while over 230 facilities throughout the county are utilized for administration of an election. The Board of Elections operates under supervision of a seven‑member appointed Board of Elections.
The Board of Elections is seeking to fill the Program Manager II, Manager of Administrative Services position within the Administrative Division.
The Manager of Administrative Services will provide professional leadership and oversight of all administrative programs, matters and functions. Their work encompasses leadership of administrative, budgetary, procurement, contracts, and facility management functions; and support to the Election Director, Board of Elections and four programmatic divisions in administration of successful elections. The Manager of Administrative Services will also provide oversight of personnel transactions.

They are required to work collaboratively with the Election Director, Board of Elections team, seven‑member Board of Elections, county government departments, State Board of Elections, and numerous external partners, contractors and vendors.
The candidate will work independently to analyze pertinent data and information related to programmatic responsibilities and report research findings. They will use sound judgment in application of relevant policies and procedures, to manage all aspects of the administrative functions, advise Election Director and provide support across all Board of Elections Divisions. The selected candidate will develop and present various administrative policies, support grant efforts, and provide timely reports.
Additionally, successful candidate will have a collaborative mindset and possess excellent communication abilities to convey findings effectively to stakeholders, including county departments (such as Office of Management and Budget, Procurement, Finance, Human Resources, General Services, etc.), Maryland State Board of Elections, contractors and vendors.
The candidate shall maintain meticulous documentation to support statutory administrative compliance and audit readiness.
The Manager of Administrative Services will report directly to the Election Director and will supervise one (1) permanent employee and a number of temporary seasonal employees as assigned.
Telework is available but based on situational needs.

The individual selected for this position will be considered an Essential Employee. Essential employees must report to work during a period of general emergency or liberal leave.
Five (5) years of professional experience in election administration, general administration, contracts, procurement, budget, and/or facility management.
Graduation from an accredited college or university with a bachelor's degree.
An equivalent combination of education and experience may be substituted.
This position requires completion of a pre‑employment medical history form to assess your ability to safely perform the essential duties of the role.
Possession of a valid Class "C" (or equivalent) driver’s license from the applicant's state of residence when required for job‑related duties.
