Job Description

The Manager of IT Project Management provides leadership, strategic direction, and operational oversight for the planning, execution, governance, and delivery of technology projects across Texas State Technical College. This position leads the IT Project Management team and is responsible for establishing consistent project management practices, strengthening institutional accountability, improving portfolio visibility, and ensuring technology initiatives align directly with College priorities. Reporting to the Director of IT Operational Services, the Manager collaborates closely with IT leadership, technical teams, business stakeholders, and external partners to manage scope, resources, schedules, dependencies, risks, and organizational change. The Manager fosters a culture of delivery excellence by balancing structured governance with agile, scalable practices adapted to project size and complexity.

Essential Functions
  • Team Leadership & Capability Development Provides direct leadership, mentorship, and operational supervision to the IT Project Management team by setting clear performance expectations, conducting regular evaluations, and fostering ongoing professional development.
    Fosters a collaborative and accountable team culture that emphasizes customer service, continuous capability growth, and disciplined project execution across all technology initiatives.
  • Project Portfolio Governance & Reporting Establishes, implements, and continuously refines institutional IT project management standards, methodologies, templates, and performance metrics across predictive, Agile, and hybrid delivery frameworks.
    Monitors overall portfolio health, resource capacity, and schedule milestones while delivering transparent, data-driven reporting and actionable recommendations to executive and IT leadership.
  • Project Execution & Technical Integration Oversees the end-to-end execution of complex, cross-functional technology initiatives involving enterprise software, cloud platforms, infrastructure, data analytics, and cybersecurity.
    Collaborates with technical engineering teams and functional stakeholders to ensure project deliverables, system integrations, and technical requirements remain aligned throughout the project lifecycle.
  • Stakeholder Management & Organizational Change Partners with academic, administrative, and operational leaders to align technology solutions with departmental needs while actively managing project scope, risks, and conflicting priorities.
    Integrates structured organizational change management practices into project delivery to facilitate effective communication, end-user training, operational adoption, and sustainable transition to operational support.
  • Project Intake, Prioritization & Continuous Improvement Leads the project intake, evaluation, and prioritization processes to assist leadership in assessing business value, technical complexity, budget impact, and resource feasibility.
    Directs post-implementation reviews and project retrospectives to systematically capture lessons learned, eliminate delivery roadblocks, and drive institutional process improvements.
Education & Experience
  • Minimum Qualifications: Bachelor's degree in Information Technology, Computer Science, Business Administration, Project Management, Management Information Systems, or a related field. 5+ years of progressively responsible experience managing enterprise technology projects, programs, or project portfolios. 2+ years of leadership, supervisory, or significant team lead experience with responsibility for coaching and mentoring project professionals.
  • Preferred Qualifications: 7+ years of progressively responsible IT project or portfolio management experience, including three or more years of direct supervisory experience. Demonstrated experience leading a Project Management Office or enterprise technology portfolio within higher education or a complex public sector environment. Professional certification such as Project Management Professional (PMP), Certified ScrumMaster (CSM), or PMI Agile Certified Practitioner (PMI‑ACP). Demonstrated experience managing enterprise SaaS platforms, ERP systems, system integrations, and multi‑campus technology migrations. Relevant experience may be considered in lieu of formal education where appropriate, consistent with TSTC’s equivalency philosophy.

  • Proficiency with enterprise work management and tracking platforms to maintain accurate project records and executive dashboards.

Extra Duties Statement

This job description outlines the general responsibilities and expectations of the role. It is not intended to include every task or responsibility. Additional duties may be assigned by leadership as needed. This position may be eligible for telework options in accordance with TSTC telework guidelines and State of Texas requirements. Work is generally performed in an office environment and requires regular use of computer equipment, active communication during standard business hours, and occasional work outside standard business hours during critical project deployments, renewals, or scheduled system outages. The role may require occasional travel to TSTC campuses, training events, or project meetings.
