Job summary

A leading advisory firm is seeking a Manager for ISS, Prevailing Wage to support federal contractors with DOL compliance. The ideal candidate has a Bachelor's degree and at least five years of federal contracting experience, familiar with FAR, SCA, and related laws. Job Summary

As ISS Manager, Prevailing Wage, you support federal contractors and federal funding recipients in compliance with Department of Labor (DOL) Wage and Hour requirements, including the Fair Labor Standards Act (FLSA), Service Contract Act (SCA), Davis‑Bacon and Related Acts (DBRA), and related Executive Orders. The position may also involve prevailing wage and apprenticeship requirements under the Inflation Reduction Act.

Responsibilities
  • Provide guidance and solutions to assist clients with federal contractor/federal funding recipient labor law requirements (SCA, DBRA, FLSA, etc.), including compliance assessments, mock audits, process/system recommendations and implementation, and training.
  • Support contractors during DOL investigations and serve as an interface with DOL as needed.
  • Apply regulatory knowledge and facts and circumstances to evaluate investigative findings and/or compliance practices.
  • Prepare historical calculations to remediate prior non‑compliances and provide alternative options for settlements and payments as applicable.
  • Review and develop client policies, procedures, and other tools for compliance purposes.
  • Assist with equitable adjustment, claims, debarment proceedings, and other disputes associated with labor law compliance.
  • Serve as a technical resource for client questions as they arise.
  • Assist Directors and Partners with client proposals and scoping/qualifying opportunities.
  • Participate in firm development activities and marketing initiatives, including attending and speaking at conferences, networking, developing internal and external practice development opportunities, and identifying cross‑servicing opportunities.
  • Contribute to thought leadership, such as authoring articles/white papers or presentations for webinars and conferences, and strategically develop a strong network to build a brand in the market as a subject matter expert.
Qualifications
  • Bachelor’s degree, required; advanced degree, preferred.
  • Five (5) or more years of relevant federal contracting experience, required.
  • Experience with FAR, SCA, DBRA, FLSA, CWHSSA, Minimum Wage and Paid Sick Leave Executive Orders, required.
  • Experience with the Inflation Reduction Act, preferred.
  • Proficient in Microsoft Office Suite, specifically Excel, Word, and PowerPoint, required.
  • Excellent verbal and written communication skills, specifically business/report writing.
  • Strong analytical and basic research skills.
  • Solid organizational skills with the ability to meet project deadlines and focus on details.
  • Ability to successfully multi‑task while working independently or within a group environment.
  • Proven ability to work in a deadline‑driven environment and handle multiple projects simultaneously.
  • Ability to follow and apply specific rules and regulations.
  • Ability to work with minimal supervision.
Salary

National Range: $110,000 – $140,000
NYC/Long Island/Westchester Range: $110,000 – $140,000
Maryland Range: $110,000 – $140,000
