Job summary

Management & Training Corporation (MTC) seeks a dedicated professional to oversee the facility fire and safety program at the Bay Correctional Facility in Panama City, FL. You will ensure compliance with ACA standards, FDOC directives, and local regulations while coordinating safety training for staff and offenders.

The role reports to the deputy warden, with responsibilities including inspections, record-keeping, incident reporting, and safety program administration in a secure, mission-driven

Qualifications

• High school diploma or equivalent is required.
• At least 1 year experience in risk management or related field.
• Valid driver’s license with acceptable driving record.

Responsibilities

• Manage safety programs and conduct monthly inspections of all facility areas for compliance with regulations and ACA standards.
• Develop and maintain records for safety, environmental health, risk management, and ACA accreditation.
• Prepare evaluative reports and recommend improvements to resolve deficiencies.
• Ensure adequate fire protection services are provided and available to the facility.
• Perform fire inspections and testing of equipment on a frequent scheduled basis at various times or different shifts.
• Arrange annual inspections by local or state fire officials or other qualified person or entity.

Position Summary

Reports to deputy warden, operations. Responsible for the facility fire and safety program in compliance with American Correctional Association (ACA) standards, Management & Training Corporation (MTC), and Florida Department of Corrections (FDOC) directives.

Essential Functions

• Manage programs and conduct monthly inspections of all areas of the facility to ensure compliance with local, state and federal regulations, ACA standards, and Environmental Health and Safety Manual


• Develops and maintains accurate files and records for the facility relating to all aspects of the agency safety, environmental health, risk management, worker’s compensation, and ACA accreditation program.


• Prepare evaluative reports; recommend improvements and modifications to resolve problems and deficiencies; and prepare responses to requests for information related to unit operations and activities.


• Ensure adequate fire protection services are provided and available to the facility.


• Perform fire inspections and testing of equipment on a frequent scheduled basis at various times or different shifts.


• Arrange annual inspections by local or state fire officials or other qualified person or entity.


• Ensure availability of fire hoses or extinguishers at appropriate locations throughout the facility.


• Establish, manage and monitor safety training programs for facility staff members and offenders on the facility.


• Develop and maintain a system for review of and compliance with safety and fire prevention standards and training.


• Assists administration during situations that pose an imminent threat of death or serious injury; assists in implementing appropriate corrective action; and prepares reports and maintains contact with other departments and staff.


• Monitors the control, use, maintenance, and storage of hazardous materials and chemicals, safety equipment, and devices; and monitors environmental factors, operating procedures, safety procedures, contamination, and pollution.


• Conduct investigations involving inmate and employee accidents, incidents, near misses, reported hazards, vehicle accidents, fires, lightning and other weather damage and other conditions and situations which could affect the health, safety and welfare of employees and inmates and communicates such information to the warden in a timely manner; make recommendations for prevention when necessary.


• Monitor the facility grounds to ensure compliance with OSHA rules and regulations, as well as state and local safety laws.


• Educate and monitor employee and inmate workers to utilize appropriate personal protective equipment (PPE) consistent with the requirements in the Environmental Health and Safety Manual and applicable Material Safety Data Sheets (MSDS) requirements.

It is expected that the incumbent shall perform other duties as assigned within his/her capabilities as determined by management.

Education And Experience Requirements

High school diploma or equivalent and at least one (1) year experience in risk management or a related field (e.g., loss control, workers’ compensation, occupational safety or industrial hygiene). Valid driver’s license with an acceptable driving record required, unless waived by management.

Post Hire Requirements

Must attain and maintain appropriate facility security clearance. Must successfully complete annual in-service training requirements.
