Job Title: Manager - Engineering Training & Operational Support

Chartered in 1834, the Long Island Rail Road (LIRR) is the largest, busiest, and oldest continuously operating commuter railroad in the United States. In 2024, this 24/7/365 operation served 75.5 million riders on a system that stretches nearly 120 miles – from Penn Station and Grand Central Madison in Manhattan to Montauk on the eastern tip of Long Island.

JOB SUMMARY:

This position will provide support to the various disciplines within the Engineering Department. It is responsible for managing, coordinating, and scheduling all training activities for management and craft level employees within the Engineering Department and for ensuring that the Engineering Department is compliant with corporate, state and federal regulations, including FRA, and state-related mandated training (i.e., GOER). Support training and coordinate various safety-related initiatives and requirements for Engineering employees. In addition, this position will provide operational support and be responsible for supporting emergency efforts, including Customer Appreciation Program (CAP) for Engineering, and researching and booking lodging for the Engineering department during emergencies.

DUTIES AND RESPONSIBILITIES:

  • Create and maintain Training Database for scheduling, tracking and ensuring compliance with all mandated Safety and Regulatory training (i. e. RWP, RWIC, Right to Know etc.) in Engineering. Liaison between Training department and Engineering disciplines in scheduling required training. Engineering liaison between Corporate Development and Training and Corporate Safety departments and Engineering. Coordinate and assist in the development and application of all FRA Mandated Minimum Refresher Training Standards
  • Create and maintain Training Database for scheduling, tracking and ensuring compliance with all NYS and MTA Corporate Compliance Mandated Training (Annual Requirements) and related required training. Engineering liaison between Corporate Development and Training and Engineering Disciplines.
  • Support Engineering Safety and Compliance staff in multiple areas, ensuring compliance with all Medical Surveillance programs, including but not limited to respirators and other related requirements. Scheduling, coordinating, and tracking programs. Act as the liaison between Engineering Safety and the Disciplines to help ensure compliance.
  • Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

  • Manage Emergency Lodging Reservations for Engineering department. Research and book lodging (hotel) for managers and work crews on standby for deployment during inclement weather or as needed during emergencies. Review and reconcile Procurement Credit Card for hotel reservations. Coordinate Engineering CAP with transportation.

REQUIRED EDUCATION AND EXPERIENCE:

  • Bachelor’s degree in Business Administration or related business/financial field. An additional four years demonstrated, directly related, equivalent experience and education may be considered in lieu of the degree.
  • Working knowledge of Corporate and Engineering department processes, policies and practices.
  • Must possess professional level administrative experience in positions with increased responsibility.
  • Must possess experience developing reports utilizing Excel.
  • Must be self-motivated and possess analytical and administrative skills with the ability to meet deadlines and produce accurate work.
  • Administrative professional background with related prior working knowledge/experience in areas such as planning and administration of labor agreements in a multi-union environment, and research/processes re-engineering/streamlining of processes or demonstrated equivalent.
  • Strong analytical and problem-solving skills with demonstrated ability to identify problems and make sound, appropriate recommendations for solutions.
  • Strong and effective communication and interpersonal skills with ability to communicate effectively.
  • Ability to perform multiple tasks simultaneously and establish priorities to meet deadlines
  • Ability to develop and implement administrative procedures and processes.
  • Strong computer skills, with working knowledge of various software packages (i.e., Excel, Word, Visio and Access).
  • Strong work ethic demonstrated professionalism and a high degree of integrity.
  • Strong interpersonal skill with the ability to effectively function in a team environment and maintain strict confidentially at all times.
  • Self-motivated with the ability to motivate and influence others in a positive and productive manner to meet departmental/corporate goals.

PREFERRED EDUCATION AND EXPERIENCE:

  • Advanced degree in Business Administration or related business field.
  • Knowledge of LIRR policies, procedures and agreements.
  • Preferred experience working with Microsoft Power - BI.
OTHER INFORMATION:
  • Employees driving company vehicles must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.

  • LIRR: In addition to meeting the minimum requirements of the position, the selection process may include but is not limited to, a pre-screening assessment (i.e., physical, written, and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make-up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. A record of more than ten sick days without medical documentation in two of the last three years is considered unsatisfactory attendance.
