Our Government Systems group in Boulder, CO is seeking a Program Controls & Contracts Manager to be responsible for managing the business and contractual operations of government-funded programs. This role works closely with Program Managers, Contracts, Finance, and Business Development teams to ensure alignment between contract obligations, financial performance, and program execution.
The Program Controls & Contracts Manager oversees program contract administration support, financial management, and proposal pricing activities. This position ensures that programs operate within contractual requirements, financial constraints, and organizational policies while supporting successful proposal development and future business opportunities.
Directly support program management and facilitate customer interactions for proposal and contract terms reviews including FAR/DFAR clauses, Representations and Certifications, quality clauses, engineering and programmatic requirements, financial reporting and other site unique elements as identified.
Basic working knowledge of the meaning for common FAR/DFAR that affect contract performance and how to research FAR/DFAR clauses.
Coordinate with corporate organizations (business management, legal, finance, customer support, purchasing, etc.) to support contract review, risk assessment, negotiations, and acceptance, balancing external and internal timelines and deliverables based on customer and internal stakeholder engagement and interactions.
Management of contractual records keeping, including customer correspondence, review documentation, active and historic contracts and contract modifications.
Assist program management in tracking and fulfilment of contractual requirements, data deliverables, financial updates, funding limitations, invoicing, and manage contract closeout procedures, and track payments.
Monitor program budgets, expenditures, and funding allocations across government contracts.
Track financial performance against contract value and funding, program plan, and financial forecasts.
Develop and maintain financial forecasts including burn rates, estimates at completion (EAC), and cost projections.
Coordinate with finance and accounting teams to ensure accurate billing, cost tracking, and financial reporting.
Support proposal development and price modeling activities including cost modeling, pricing strategies, and financial analysis for government solicitations.
Develop detailed cost estimates including labor, materials, subcontractor costs, and overhead allocations and associated Basis of Estimate documentation.
