Qualifications

  • Bachelor’s degree in business, engineering, construction management, information technology, public administration, or related discipline.
  • 6+ years of progressively responsible experience in procurement and contract administration.
  • Alternative: High School diploma with 10+ years in logistics, finance, engineering, or project management and 2+ years of contract administration experience.

Position Summary Information

General Summary

The Manager, Contracting Technical Representative is responsible for ensuring the team possesses the required knowledge, skills, and abilities to increase the effectiveness and best use of available procurement staff resources. This individual performs management analysis to ensure procurement organizational goals are met. The Manger, Contracting Technical Representative receives general policy direction from the Procurement Division Manager.

Essential Functions
  • Supervises the activities of the contracting technical representative team, including selecting, training, assigning, and evaluating work, coaching, counseling, disciplining, and/or termination
  • Assists contracting technical representatives in executing their individual training plans
  • Serves as facilitator of the procurement process to ensure smooth operation
  • Guides the contracting technical representative team to help the team become self-managing to achieve work objectives and goals
  • Assists team in the development of team-based work plans and team member career development plans
  • Assists with work associated with contract planning, monitoring and compliance
  • Interprets procurement policy, regulations, and program priorities to provide sound technical guidance and support to teams
  • Designs, coordinates, and conducts training of procurement staff, end-users, requestors, service providers, and vendors on procurement-related matters as well as procurement technology tools
  • Oversees presentation of contract packages and recommendations to senior approving authorities
  • Oversees and ensures the successful completion of service level agreements with customers
  • Maintains even distribution of work among teams by review, analysis and feedback of workload based on commodity spending patterns
  • Provides advice and assistance to teams
  • Reviews and analyzes team effectiveness
  • Oversees consultations with responsible program officials on operational needs and fiscal problems as required
  • Assesses contractor performance to identify any need for amendments to existing contracts
  • Coordinates with end-users to guarantee terms of contract are updated and in compliance with the law
  • Analyzes and interprets various regulations and requirements, including but not limited to, Sanitary District Laws and the Purchasing Manual; communicates statutory changes to teams to ensure compliance
  • Serves along with the operations and administration Leader in meetings to discuss problems, suggestions, and recommendations for improved work that impact commodity teams
  • Oversees coordination with Commission managers and staff to ensure effective and efficient processing of all contract actions and to ensure resolution of problems as required
  • Works with the office of supplier diversity & inclusion ( OSDI ) to support contract participation by SDI vendors and to resolve any SDI issues between the user departments and the SDI team
  • Trains staff, customers, and suppliers on procurement principles, practices, and techniques
Other Functions
  • Represents the procurement office in technical meetings
  • Maintains a thorough understanding of the requirements of all assigned contracts
  • Serves along with the procurement services manager to create a strategic plan for procurement and a good working relationship with user departments and suppliers
  • Handles special assignments and projects as necessary
  • May serve as a contracting technical rep on both formally advertised and negotiated contracts within delegated authority
  • Reads and reviews technical journals and consults with teams and outside organizations to keep abreast of technological advancements affecting procurement
  • Performs related duties as assigned

Required Knowledge, Skills, And Abilities
  • Thorough knowledge of administrative practices of procurement processes, regulations, requirements, restrictions, and provisions of contract law, specifically concerning the public sector
  • General knowledge of contract law, accounting principles, and cost analysis techniques
  • Ability to write clear and concise reports, memoranda directives, and letters, and to develop comprehensive plans
  • Ability to communicate effectively, verbally and in writing
  • Ability to manage operations and evaluate professional and administrative staff
  • Ability to establish and maintain effective working relationships with program managers, vendors, and clients
  • Ability to train, coach, and mentor paraprofessional and professional staff
  • Ability to resolve client complaints and concerns
Minimum Education, Experience Requirements
  • Bachelor’s degree in business, engineering, construction management, information technology, public administration, or a related discipline
  • 6+ years of progressively responsible experience in procurement and contract administration

OR

  • High School diploma or equivalent
  • 10+ years of progressively responsible experience in logistics, finance, engineering, or project management
  • 2+ years of contract administration experience
Additional Requirements

Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter

Preferences
  • Certified Professional in Supply Management ( CPSM )
  • Certified Professional in Supplier Diversity ( CPSD )
  • Certified Public Purchasing Officer ( CPPO )
  • Certified Public Purchasing Buyer ( CPPB )
  • Certified in Production and Inventory Management ( CPIM ), designation as a Federal Government Acquisition Professional certified to Level II, or equivalent
  • Background in public sector procurement
  • Historic orientation and focus toward providing quality and timely contract management and administration
  • Course work in negotiations, cost & price analysis, advanced contract management, and contract law
  • Coursework in contracting, negotiations, cost and price analysis, contract management and contract law
  • Supervisory experience

Salary $111,298 - $189,507
