District of Columbia Water and Sewer Authority seeks a seasoned Manager, Permit Operations Business Support to lead the staff delivering financial reporting, customer service, and the Permit Information Management System (PIMS). You will plan, manage, and optimize workflows to ensure accurate financial data and efficient permit operations.

The role requires seven years of progressive accounting experience, a bachelor’s degree, and strong leadership.

Qualifications

  • Seven (7) years progressive experience in accounting, financial reporting, financial planning, or a related area including three (3) years of supervisory experience.
  • Bachelor’s degree in accounting, finance, business management or related field from an accredited college/university, or the equivalent combination of education and experience consisting of a high school diploma or GED and eleven (11) years progressive experience in accounting, financial reporting, financial planning, or a related area including three (3) years of supervisory experience.

Responsibilities

  • Manages staff responsible for supporting all developer-related account establishment and billing activities, delivering customer service, and administering DC Water’s Permit Information Management System.
  • Provides guidance and advice to the Director, Permit Operations on daily operations, financial information, policies, and programs in order to manage and improve business support processes and develop staff.
  • Ensures all professional, technical, and ethical standards are upheld in the financial and business processes.
  • Provides leadership, development, and training opportunities to direct reports to enhance their skills, performance, and professional service delivery.
  • Interfaces with customers to resolve complex financial, customer service, and business process issues, as needed.
  • Performs routine technical and administrative functions including attending DC Water and/or departmental policy meetings and preparation of status reports for Permit Operations.
  • Develops and implements plans and objectives to improve business results and enhance financial and business processes.
  • Performs other duties and projects as assigned at the discretion of the Director, Permit Operations.

Role Description:

The Manager, Permit Operations Business Support provides management and oversight of the staff that supports the finances, customer service, Permit Information Management System (PIMS), and intake coordination. This position plans, manages, and controls the preparation of critical financial data, the enhancement of customer service processes, and the development and maintenance of standard operating procedures to ensure the efficient and effective operation of Permit Operations.

Essential Duties & Responsibilities:

  • Provides guidance and advice to the Director, Permit Operations on daily operations, financial information, policies, and programs in order to manage and improve business support processes and develop staff.

Supervisory Responsibilities: Provides daily planning and administration in the selection, assignment, supervision, promotion, discipline, and training of personnel within the section.

Key Working Relationships: Interacts with co-workers in the department and throughout the authority, including inspectors, engineers, developers, etc.
