District of Columbia Water and Sewer Authority is seeking a Manager, CIP Project Controls to lead the Capital Improvement Program, ensuring schedules, budgets, and reporting align with organizational goals.
Responsibilities include coordinating funding, training staff on scheduling tools, and producing KPI and CIP forecast reports for executive oversight. The role requires strong CPM and EVMS expertise and office-based leadership in a hybrid environment.

The Manager, CIP Project Controls plans and directs activities concerned with developing and coordinating the Capital Improvement Program (CIP) by performing the following duties personally or through subordinate staff.
Provides daily planning and administration in the selection, assignment, supervision, promotion, discipline, and training of personnel within the area.
Interacts with co-workers in the Department and throughout the Authority, representatives from other organizations and government agencies, etc.
The qualifications listed below are representative of the knowledge, skill, and ability necessary for an individual to perform each essential responsibility satisfactorily. Reasonable amounts of training are provided.
Required Experience:
A minimum of seven (7) years of demonstrated experience managing a schedule for a large capital improvement program involving infrastructure, treatment plants, and pump stations or equivalently diverse projects using Oracle Primavera P6, including three (3) years of supervisory experience.
Experience administrating Oracle Primavera P6, including OBS and EPS, and managing multi-schedule programs.
Minimum Education Requirements:
Bachelor’s degree in Engineering or a related field from an accredited college or university.
