Job summary

Montefiore Health System in Bronx, NY, seeks an experienced Manager, Chemical Dependency Program to lead a outpatient service and supervise a team of counselors, social workers and peer advocates. The role ensures clinical and regulatory standards are met, and oversees intake coordination and care with psychiatrists and psychologists.

Scheduled hours are 9:00 AM to 5:30 PM, Monday through Friday, with a day shift.

Qualifications

  • Master's degree in Social Work, Psychology, Mental Health Counseling or related field required.
  • Three years experience in assessment and treatment of substance use disorders required.
  • Must be a Qualified Health Professional (QHP) and possess a license in Social Work, Mental Health Counseling, Clinical Psychology or other clinical field.
  • Must possess good interpersonal skills and the ability to work in a collaborative team environment; organized and able to work independently.

Responsibilities

  • Coordinate day-to-day activities of the program, ensuring patients are scheduled for clinical services and standards are met.
  • Ensure compliance with city, state, and federal regulations and hospital policies; liaise with OASAS, NYC DOHMH, HRA and others.
  • Supervise staff to ensure high-quality clinical services; provide in-service trainings and supervision.
  • Coordinate referral and intake processes for prompt scheduling and engagement in treatment.
  • Develop and oversee clinical offerings to ensure high-quality services are provided.
  • Maintain staff performance evaluations and initiate disciplinary actions when indicated.
  • Maintain full staff coverage and monitor staffing issues; ensure continuity of operations.
  • Manage incidents; use de-escalation and conflict resolution strategies.
  • Maintain patient rights; participate in fair hearings when required.
  • Lead interdisciplinary team meetings and supervise counselor follow-up.
  • Participate in interviewing, hiring, and orientation of new staff.
  • Develop and implement orientation protocols for new staff.
  • Maintain reporting to program leadership and regulatory agencies.
  • Provide coverage for other outpatient managers when needed.
  • Facilitate CQI program with staff and collect annual patient satisfaction data.
  • Conduct monthly chart reviews including utilization, assessments, treatment plans, and discharge plans.
  • Build relationships with referral agencies across Montefiore Health System.

The Department of Substance Abuse is looking for an experienced Manager, Chemical Dependency Program to provide leadership and oversight of the clinical and administrative operations of an outpatient substance use treatment program. The Manager will supervise a team of substance use counselors, social workers and peer advocates. They will provide individual and group supervision to ensure that clinical and regulatory standards are met and that the program’s services and documentation comply with OASAS, Joint Commission, Department of Health and hospital standards. The Manager will ensure program's census is maintained at expected levels and coordinates intake process. They will lead the program’s interdisciplinary team meeting and coordinates care with the program’s psychiatrist, psychologist and other staff.

Responsibilities
  • Coordinate day to day activities of program, including ensuring all patients are scheduled for clinical services as needed, all clinical and administrative standards are met, and patient concerns are addressed
  • Ensure program is complaint with city, state and federal regulations as well as hospital and program policies and procedures. Liaison with OASAS, NYC DOHMH, HRA and other agencies as needed.
  • Supervise staff to ensure provide high quality clinical services. Provide clinical in-service trainings and individual/group supervision.
  • Coordinate referral and intake process to ensure prompt scheduling, accurate clinical evaluations, completion of all required documentation and effective engagement of patients in treatment.
  • Develop and oversee all clinical offerings within the program to ensure that high quality clinical services are provided.
  • Complete evaluations of all supervised staff as required. Train staff in all relevant policies and initiate disciplinary processes when indicated.
  • Maintain full staff coverage and monitor staffing problems, including staff attendance
  • Manage incidents and conflicts among patients and staff and ensure all incidents are managed using deescalation and conflict resolution strategies.
  • Ensure patient rights are maintained throughout the treatment process, including when discharge is recommended. Participate in fair hearings when required.
  • Organize and lead regularly scheduled interdisciplinary team meetings to facilitate communication and ensure comprehensive patient care is provided in compliance with program regulations. Oversee counselor follow-up on team recommendations.
  • Participate in interviewing, hiring and orienting of new staff to ensure a high quality, well trained treatment team.
  • Develop and implement orientation protocol for new staff
  • Maintain and supervise required reporting to program leadership and regulatory agencies.
  • Provide coverage for other outpatient managers when needed, including risk assessments, intakes, supervisions, and other areas as required to maintain continuity of operations across sites.
  • Facilitate implementation of CQI program with program staff, including timely reporting of CQI indicators to CQI Committee. Coordinate collection of annual patient satisfaction data
  • Conduct monthly chart reviews including utilization reviews and reviews of intakes, psychosocial assessments, treatment plans and discharge plans
  • Create and maintain relationships with referral agencies, including throughout Montefiore Health System, legal system, HRA and others.
Requirements
  • Master\'s Degree in Social Work, Psychology, Mental Health Counseling or related field required.
  • Three years experience in assessment and treatment of substance use disorders required.
  • Must be a Qualified Health Professional (QHP) and possess a license in Social Work (LMSW or LCSW), Mental Health Counseling (LMHC), Clinical Psychology or other clinical field.
  • Must possess good interpersonal skills and the ability to work in a collaborative team environment. Must be organized and able to work well independently. Must possess the ability to communicate effectively orally and in writing.
  • Must demonstrate a knowledge of substance use and psychiatric risk assessment. Must possess knowledge and experience with personal computers and electronic medical records. Must have some experience with management of spreadsheets, including Excel.
