Job Summary

Plans, manages and oversees the implementation of the strategic business and functional infrastructure of the systems supporting the business platforms for all health insurance products, programs, ancillary services, and markets served by Highmark. Responsible for requirements development, testing, refinement, and strategic improvements of these systems, including design, development, modification, and implementation of IT solutions. Ensures quality outcomes, reviews system requirements, participates in code walkthroughs and testing, and debugs software solutions.

Essential Responsibilities
  1. Acts as business platform owner, directing daily operations and supporting strategic initiatives to improve these systems and workflows.
  2. Partners with PMO, stakeholders, and IT to support and integrate data and knowledge for customer service.
  3. Resolves high-impact platform issues and facilitates communication with the user community.
  4. Oversees system design, development, and implementation of IT and business solutions.
  5. Ensures compliance with regulations, policies, and process improvement initiatives.
  6. Supports strategic planning and departmental initiatives, including project delivery and transformational initiatives.
  7. Promotes continuous platform improvement, process enhancements, and documentation.
  8. Provides leadership, coaching, mentoring, and development for teams, managing performance and career growth.
  9. Manages geographically or functionally dispersed teams and promotes diversity and inclusion.
  10. Performs other duties as assigned.
Education
  • Required: High School Diploma / GED
  • Preferred: Bachelor’s Degree
Experience
  • Required: 5 years program management or leadership experience, managing technology projects, and working with operational systems.
  • Preferred: Extensive insurance product knowledge, workforce development, resource management, and business process improvement experience.
Skills
  • Leadership, communication, negotiation, and influencing skills.
  • Experience evaluating technology, reengineering processes, and professional development.
