POSITION SUMMARY

Under general direction, the Manager, Accounting plans, develops and organizes the operations of the Accounting section of Fiscal Services and is responsible for the proper recording of District and College funds, accurate and timely preparation of financial statements, monitoring cash position of the District and other funds, and banking operations; manages accounting functions including maintenance of programs, grants, records, and ledgers in compliance with applicable rules, regulations, policies and procedures; coordinates and executes the District’s year-end close and participates in the annual financial audit; provides expert professional assistance and guidance to executive management and College Fiscal Service departments on fund accounting and other fiscal matters; and performs other related duties as assigned.

DISTINGUISHING CHARACTERISTICS

The Manager, Accounting is a management-level position responsible for the operational oversight, continuous improvement, and administrative success of the Accounting department, including Accounts Payable, student and staff housing project the development and the implementation of departmental plans, policies and procedures according to District values and mission. The Manager, Accounting is distinguished from Director classifications in Fiscal Services in that an incumbent in the latter classes has a broader scope of work and a higher level of responsibility in developing Districtwide strategy, long-range planning and goal setting.

KEY FUNCTIONS and RESPONSIBILITIES
  1. Plans, develops and organizes the day-to-day operations and functions of the Accounting Department including day-to-day management of all District funds while maintaining internal controls to safeguard assets; evaluates workflow, operations, and activities and recommends and implements improvements and modifications.
  2. Performs the more complex accounting, financial, and statistical analyses and develops quarterly and annual reports and financial statements; advises and consults with management concerning the accounting and financial implications of existing and projected activities.
  3. Manages and evaluates work assignments and the performance of assigned professional and technical Accounting staff; interviews and participates in the selection of employees; trains, counsels, and disciplines personnel according to District human resources policies and labor contract agreements.
  4. Prepares, reconciles, reviews, and approves financial documents and transactions in accounting systems, budgets, and budget transfers; creates or reviews complex billing statements and invoices; prepares year-end accruals, reviews journal entries and required schedules; stays abreast of changing regulatory and reporting requirements.
  5. Monitors general fund, bond funds, and categorical and restricted program expenditures throughout the year; monitors and analyzes revenues and expenditures; ensures charges are made to appropriate accounts and comply with applicable state, federal and District requirements; prepares, reviews, and approves budget adjustments and expenditure transfers; researches, analyzes, and compiles financial data for studies and special projects.
  6. Establishes, audits, and enforces rigorous internal control workflows within Account Payable and the various disbursement methods to provide customer services, prevent fraudulent disbursements, mitigate duplicate payments, and guarantee proper regulatory tax reporting including 1099-MISC/1099-NEC processing.
  7. Serves as a high-level support and liaison to resolve complex vendor disputes, payment discrepancies, and contract compliance issues for District personnel and outside merchants.
  8. Monitors cash position of District and other funds and performs cash flow analyses; Serves as the main liaison for the County and all funds within the investment pool and its related financial institution; oversees all routine banking operations including wires; performs Districtwide cash balancing and performs necessary corrections; oversees cash handling process and procedures and ensures adherence to internal controls.
  9. Serves as the primary accounting institutional contact coordinating with external, third-party property management firms; reviews, reconciles, balances, and integrates their monthly financial activity, operating statements, and occupancy revenues into the District’s primary general ledger; monitors housing project cash flows, debt service requirements, and maintenance reserve accounts to ensure compliance with structural financing agreements, legal guidelines, and Board policies.
  10. Prepares and analyzes a variety of consolidated financial audit reports and related footnotes and disclosures; assists in preparing Management Discussion and Analysis; prepares grant compliance reports as required by funders; responds to requests for information and questions from funders; researches financial procedures and technical guidelines to resolve reporting and grant accounting issues and recommends appropriate follow-up actions.
  11. Assists in coordination and supervision the annual year-end close of the District’s financial books; may act as the District’s liaison for annual, interim, and special external and internal audits; coordinates and/or prepare responses to assigned audit findings, comments, and recommendations from external auditors.
  12. Serves as a subject-matter expert for Enterprise Resource Planning system (ERP) Financial modules and all related interfaces; works with ETS to configure and administer updates to Chart of Accounts, financial inputs, systems, and dashboards; tests system updates and releases; researches and resolves technical system problems in consultation with ETS and software vendors; organizes and conducts user training on new features and changes in workflows and processes.
  13. Coordinates with various offices at the District and the Colleges in the implementation of projects resulting in improved accuracy of current or new expenses/revenue streams or major changes in financial systems, operations, policies and procedures to ensure proper implementation and compliance with financial and administrative procedures; coordinates with Human Resources on major updates in employee compensation impacting the financial system, including those resulting from changes in labor contract provisions, benefits providers, and position control.
  14. Partners with Fiscal Services management team to develop and implement District and department strategic plans; prepares and ensures compliance with the Chancellor’s Office and state-mandated reporting requirements and timelines including those deliverables related to enrollment revenue, quarterly and annual financial status, and integrated postsecondary education data systems reports (IPEDS).
  15. Promotes a human-guided, equity-centered approach to digital innovation, fostering a culture of continuous improvement, digital fluency, and adaptive change; leverages financial data and analytics to drive strategic and operational decision making while evaluating emerging technologies for responsible, ethical, and mission-aligned adoption; ensures strict departmental compliance with privacy, cybersecurity, accessibility, and governance standards across all digital initiatives.
  16. Ensures compliance with the District’s Injury and Illness Prevention Program and maintains a safe work environment.
  17. Represents the District at meetings with other agencies and serves on District and College committees; promotes FHDA values and mission in local, regional, and state meetings and gatherings; chairs and contributes to participatory governance committees, processes and initiatives.
  18. Participates in professional development related to the assignment, including regional, state, and national workshops, seminars, training sessions, and conferences as appropriate.
  19. Performs related duties as assigned.
MINIMUM QUALIFICATIONS
  1. Understanding of, sensitivity to, and respect for the diverse academic, socio-economic, ethnic, religious, and cultural backgrounds, disability, and sexual orientation of community college students, faculty and staff.
  2. Graduation from an accredited college or university with a bachelor’s degree in accounting, finance, business administration or a related field.
  3. At least five (5) years of professional experience in accounting or budgeting, of which two (2) years were in a management or supervisory role.
Preferred Qualifications:
  1. Experience with a California community college, K-12 or other governmental fiscal environment.
  2. CPA Preferred
Licenses, Certifications and Special Requirements

Possession of a valid California Driver’s License or the ability to travel to various campuses and locations throughout the District.

Knowledges:
  1. Principles, practices and procedures of general and governmental accounting and applicable sections of Generally Accepted Accounting Principles (GAAP), Financial Accounting Standards Board (FASB) and Budget and Accounting Manual for California Community Colleges.
  2. Management of accounting and financial operations including the review, maintenance and adjustment of funds, accounts, and budgets to produce accurate financial and statistical records.
  3. Preparation of financial statements and related comprehensive reports.
  4. Local, state, and federal laws pertaining to applicable sections of the California State Education Code and Title 5.
  5. Uses and operations of financial modules of ERP.
  6. Board Policies, Administrative Procedures, Human Resources policies and procedures, Equal Employment Opportunity, and collective bargaining agreements.
  7. Understanding and implementation of shared governance, teambuilding, and collaborative decision-making processes within and across division/department lines.
Skills and Abilities:
  1. Organize, plan and manage the staff, operations, and activities of Districtwide accounting section.
  2. Manage, reconcile and analyze complex financial and statistical data and prepare financial analyses and reports, summary conclusions, and recommendations in accordance with GAAP, GASB, FASB and various funder and legal requirements.
  3. Interpret, explain and apply complex legal mandates, regulations, guidelines, policies and procedures applicable to assigned responsibilities with consistency and a high degree of accuracy.
  4. Select, motivate, and evaluate staff and provide for their training and professional development.
  5. Prepare clear, concise and comprehensive correspondence, financial and grant statements, reports, and other written materials.
  6. Research and evaluate information and data used in informed financial decision making and reporting.
  7. Participate in complex financial and grant-related audits.
  8. Demonstrate improvement in process efficiency, service delivery, cross-department collaboration, and technical innovation.
  9. Communicate and present information effectively both orally and in writing to a variety of audiences.
  10. Advance and use current and emerging technology including office equipment, computers, and specialized software programs including complex integrated financial systems.

CONDITIONS OF EMPLOYMENT

Position: Full-Time, Contract, 12-months per year
