Qualifications

Job description

Job Summary:

The 340B Program Manager provides strategic oversight and operational leadership for the 340B program across WMCHealth, including hospitals, outpatient clinics, future retail and specialty pharmacies, and external contract pharmacies. This role ensures regulatory compliance, financial optimization, and interdisciplinary collaboration, aligning program operations with WMCHealth's mission and policies. The manager leads a team of analysts, setting performance standards, overseeing recruitment and training, and ensuring the implementation of systems and technology for efficient 340B management. Additionally, the role is responsible for internal and external audits, policy development, and corrective action plans to maintain compliance with HRSA regulations. The 340B Program Manager serves as a key liaison with leadership, finance, IT, and compliance teams, staying current on regulatory changes and driving continuous program improvements. This position reports to the Network Director of Pharmacy Business Operations, with a dotted-line report to the AVP, Regional Pharmacy Services.

Responsibilities:

  • 340B Program Oversight & Compliance
    • Lead and coordinate the quarterly 340B Steering Committee, engaging pharmacy, legal, compliance, finance, and senior administration.
    • Serve as the primary HRSA contact, ensuring timely completion of annual recertification and quarterly registration activities.
    • Develop, implement, and maintain 340B policies and procedures, ensuring compliance with federal regulations and optimizing program performance.
    • Conduct internal audits and compliance reviews, implementing corrective action plans as needed.
    • Monitor regulatory changes, assess their impact, and update program operations accordingly.
    • Monitor and stay informed on manufacturer restrictions and changes impacting the 340B program, ensuring compliance and optimal program performance.
    • Regularly update and maintain the 340B ESP (Enhanced Savings Program) and related systems to reflect the latest manufacturer requirements and restrictions.
    • Oversee contract pharmacy management, including vendor oversight, contract negotiations, and performance evaluations.
    • Optimize the use of technology and data analytics to ensure program efficiency and compliance.
    • Collaborate with strategic partners to enhance 340B savings, reporting, and operational workflows.
    • Provide training and competency development for internal stakeholders involved in 340B operations.
    • Coordinate responses to 340B-related audits and inquiries from manufacturers, HRSA, and other regulatory bodies.
  • Team Leadership & Staff Development
    • Supervise and direct 340B program analysts, ensuring timely completion of tasks and maintaining compliance.
    • Oversee staff training, competency assessments, and performance evaluations in alignment with hospital policies.
    • Manage the recruitment, onboarding, and professional development of new employees.
    • Provide mentorship and serve as a preceptor for pharmacy students and residents.
    • Ensure appropriate staffing levels and workload distribution based on department needs.
  • Interdisciplinary Collaboration & Professional Engagement
    • Represent the pharmacy department on interdisciplinary committees, addressing workflow optimization, patient satisfaction, and clinical initiatives.
    • Participate in local, state, and national pharmacy committees to stay informed on best practices and regulatory updates.
    • Contribute to staffing strategy, policy updates, and organizational development to align with departmental goals.
    • Support education, training, and career advancement opportunities for pharmacy staff.
Qualifications/Requirements:

  • Experience:

    • Required:
      • Prior experience in 340B compliance
      • Strong proficiency in data entry and pharmacy software systems
      • Excellent verbal and written communication skills
      • Strong financial background
    • Preferred:
      • Pharmacy management experience
      • Understanding of inpatient, outpatient, retail, or specialty pharmacy operations
  • Skills & Certification:
    • Required:
      • 340B University (in person or on demand)
      • 340B Apexus Advanced Certification (ACE) within 6 months of hire
      • Maintain current knowledge of regulations that directly or indirectly affect the 340B program
      • Understand the processes involved in the procurement and billing of pharmaceuticals in hospital and retail pharmacy settings
      • Strong management, problem-solving, and organizational skills
      • Excellent communication and ability to interact and connect with frontline staff as well as executive leaders inside and outside department of pharmacy
      • Ability to plan for large-scale initiatives/projects
      • Demonstrated leadership capabilities and ability to influence others
      • Strategic planning skills.
