Department: Department of Veterans Affairs

The Management and Program Analyst (Systems Redesign/Data Analytics) is assigned to the High Reliability, Patient Safety & Process Improvement Section within the Quality Safety & Value (QSV) Service. The organization provides Medical, Surgical, Psychiatric, Rehabilitative, Geriatric care in a variety of acute, outpatient, and residential settings.

Key Responsibilities

Duties include, but may not be limited to the following: Data Analytics and Performance Measurement The incumbent serves as the facility's principal analyst for hospital performance measures and metrics, including SAIL, Hospital Compare, VSSC indicators, and related national/VISN-reported data, which are used to assess and compare medical center performance.

The incumbent independently retrieves, tracks, and trends data from the Corporate Data Warehouse, VSSC, Pyramid Analytics, VistA, and other systems, identifying facility-wide performance risks and opportunities proactively, before they are flagged externally by VISN or VACO.

The incumbent analyzes data to make quantitative and qualitative evaluations, identifying trends and discrepancies related to performance metrics, and prepares narrative and statistical reports of findings for review by QSV leadership, service chiefs, committees, and executive leadership.

The incumbent employs management analysis techniques and methods to develop and refine information for comprehensive reports addressing cost analysis, work measurement, trend analysis, efficiency, effectiveness, productivity, and tangible benefits, and to assess the success or failure in attaining program operational goals and objectives.

The incumbent develops, maintains, and continuously improves dashboards, scorecards, and data visualization tools to communicate performance status and trends clearly to a variety of clinical and administrative audiences. The incumbent identifies data quality issues, investigates root causes, and works directly with responsible services or data stewards across organizational lines to resolve discrepancies and ensure data integrity.

The incumbent coordinates ongoing data collection efforts across services and programs, ensuring timely submission of data and monitoring completion of data-related deliverables, and ensures the facility is current on all performance measure targets identified by the VAMC, VISN, and VA Central Office (VACO) leadership.

The incumbent prepares complete and fully documented analytical projects and reports for review by VAMC committees and/or Executive Leadership, and presents findings and recommendations in briefings to managers and leaders using formats appropriate for both clinical and administrative audiences.

The incumbent assists in participation in Root Cause Analyses, proactive Risk Assessments, and Quality Tracers by providing relevant data analysis to support findings and corrective action planning, and uses statistical process control and other Total Quality Management (TQM) tools to evaluate current processes and support evidence-based decision-making.

Systems Redesign / Process Improvement The incumbent provides analytical and facilitation support for process improvement activities across the VAMC, using data findings to identify and refer improvement initiatives to appropriate subject matter experts. The incumbent independently identifies, plans, and executes system redesign initiatives using Lean, Six Sigma, and other process improvement methodologies, in direct response to data trend findings.

The incumbent leads or co-facilitates process improvement workshops and flow mapping exercises tied to data-identified performance gaps, working proactively across service lines. The incumbent develops training materials, standard operating procedures, and workflow standardization efforts, particularly where data indicates facility-wide (rather than isolated) performance concerns.

The incumbent facilitates and promotes the development of a true High Reliability Organization culture across every aspect of the hospital, and supports HRO principles in every phase of process improvement work.
