A vacancy exists in the Police Department, Operations Bureau.

Under general supervision, performs advanced professional fiscal, administrative, and analytical duties.


  1. Formulates, executes, and controls large and comprehensive operating, capital and grant budgets.
  2. Analyzes expenses, revenues, and other budgetary data.
  3. Prepares, reviews, and analyzes budget requests, justifications, and related fiscal documents.
  4. Formulates budget proposals.
  5. Prepares and analyzes budget projections.
  6. Oversees the procurement of goods, services, supplies and equipment.
  7. Provides advice and guidance to agency staff regarding purchasing activities.
  8. Reviews, monitors, and authorizes expenditures.
  9. Authorizes purchase requests, requisitions, direct payments, and procurement card purchases.
  10. Leads, coordinates, and conducts administrative and management studies.
  11. Researches, analyzes, and reports on a variety of informational, operational, and management issues.
  12. Analyzes and evaluates the effectiveness of policies, procedures, operations, and methods.
  13. Analyzes staffing requirements, work scheduling, equipment and facilities.
  14. Performs fiscal analyses of management proposals.
  15. Performs statistical analysis of data.
  16. Researches, writes, and presents comprehensive reports and memorandums.
  17. Prepares and processes contracts.
  18. Oversees the execution of contracts.
  19. Manages special service contracts with outside vendors.
  20. Administers grants.
  21. Prepares grant application submittals.
  22. Serves as liaison between the granter and the agency.
  23. Monitors expenditures to ensure they are in accordance with guidelines and appropriation balances.
  24. Leads, coordinates, and conducts special programs and projects.
  25. Develops, implements, and evaluates management informational systems.
Examples of Other Duties
  1. May represent the department at meetings or on committees.
  2. Performs other related duties as required.

Required Qualifications

Graduation from an accredited college or university with a bachelor's degree, preferably in business administration, public administration, economics, or a related field.

Two years' experience performing professional fiscal, administrative, and/or analytical duties.


(Additional experience involving the analysis and evaluation of budgets, systems, policies and procedures, organizations, and programs may be substituted on a year-for-year basis up to a maximum of four years for the required education. Education in business administration, public administration, or a related field beyond a bachelor's degree may be substituted on a year-for-year basis for the required experience.)


Knowledge, Skills, and Abilities (Entry Level):
  1. Thorough knowledge of the principles and practices of public and business administration.
  2. Thorough knowledge of the principles and practices of budgeting and statistical data analysis.
  3. Knowledge of current offices practices, procedures, and systems.
  4. Thorough knowledge of English grammar and usage.
  5. Skill in the use of personal computers and office software packages.
  6. Skill in formulating, executing, and controlling budgets.
  7. Skill in analyzing expenses, revenues and other budgetary data.
  8. Skill in researching, analyzing, and reporting on management issues.
  9. Skill in performing fiscal analyses of proposals.
  10. Skill in performing statistical analysis of data.
  11. Skill in administering contracts and grants.
  12. Ability to lead, coordinate, and conducting special programs and projects.
