Job summary

R3 Strategic Support Group in Washington, DC, is seeking a Management Analyst II to support PMS 408 portfolio across CREW, JEOD, UWEOD, ATA, ExMed and future programs. The role serves RDT&E, procurement, O&S, FMS, and security cooperation objectives under PEO USC.

The analyst will perform AoA, BCA, and cost-benefit analyses; support POM/PR submissions; lead Lean Six Sigma initiatives; and provide international program expertise across all FMS phases.

Qualifications

• Bachelor's Degree in a business or technical field.
• 7 years' experience in engineering/science management, operations research analysis, or financial/cost analysis.
• Secret clearance required.

Responsibilities

• Conduct Analyses of Alternatives (AoA), Business Case Analyses (BCA), cost-benefit studies, and performance metric development
• Support Program Objective Memorandum/Program Review (POM/PR) submissions, unfunded requirement prioritization, spend-plan execution, and manpower/workload studies
• Lead or facilitate Lean Six Sigma and continuous process improvement initiatives
• Provide international program expertise across all phases of FMS case management and cooperative initiatives
• Participate as a non-voting member in FMS Integrated Product Teams (IPTs) and working groups
• Advise program leadership on defense policy, security cooperation, Personnel Security (PERSEC), Information Security (INFOSEC), and Operations Security (OPSEC)
• Assist in classified multi-lateral technical exchanges and CUI/CMI foreign disclosure determinations per NDP-1
• Review technical papers, briefs, and weapon specification sheets for public release; propose sanitizations/redactions using SCGs
• Support export policy development through the Technology Transfer Security Assistance Review Board, LO/CLO TSC, and NDPC
• Review export license requests and provide recommendations to NIPO
• Prepare executive briefings, position papers, and correspondence promoting PMS 408 international objectives

Delivers high-level management, operations research, financial/cost, and program analysis across the entire PMS 408 portfolio (Counter Radio-Controlled Improvised Explosive Device Electronic Warfare (CREW), Joint Explosive Ordnance Disposal (JEOD), Underwater Explosive Ordnance Disposal (UWEOD), Anti-Terrorism Afloat (ATA), ExMed, and future programs) in direct support of Research, Development, Test & Evaluation (RDT&E), procurement, O&S, Foreign Military Sales (FMS), and security cooperation objectives under PEO USC.

Duties and Responsibilities:
