The City of Raleigh Public Utilities Department, now also known as Raleigh Water, provides water and sanitary sewer services to roughly 198,000 metered customers and a service population of about 600,000 people in Raleigh, Garner, Wake Forest, Rolesville, Knightdale, Wendell and Zebulon areas. Our mission is to provide safe, sustainable water services for our customers while protecting public health and contributing to the economic, environmental, and social vitality of our communities.

This position functions as the primary manual labor component of each two-man crew assigned to the Reactive Maintenance Program within the Sewer Maintenance Division. Crews within this program are tasked with responding to calls for service to address sewer system blockages and overflows by cleaning sanitary sewer mains. Staff assigned to this role assist a lead worker in the maintenance and operation of combination flush/vac equipment used to clean sewer structures by way of high-pressure water hoses and nozzles.

Work Hours:
Scheduled working hours are Monday through Friday from 6:30 am to 3:00 pm. This position carries with it an on-call requirement which includes 8 hours of paid standby time per on-call week, plus the potential to earn overtime pay at 1.5 times the normal hourly rate for hours worked over 40.

Work Location:
This position will report to theLake Woodard Annex at 3324 Lake Woodard Drive, Raleigh, North Carolina.

  • Performs semi-skilled general maintenance with the proper maintenance tools and equipment, following established safety policies, procedures, applicable codes, and regulations
  • Operates and maintains assigned equipment and tools. Performs inspections to ensure safe operating conditions, including routinely repairing and/or replacing parts, cleaning and preventative maintenance, and monitoring need for replacement or advanced repairs
  • Assists with inventory counts and monitoring needed tools and supplies
  • Facilitates setup/teardown of traffic control work zones and various safety equipment including trench boxes, hydraulic shoring, and confined space equipment.
  • Completes various manual labor tasks such as loading/unloading equipment, setup of traffic control work zones, setup of combination jet/vac sewer cleaning truck, opening manhole covers, and inserting cleaning nozzles into sewer pipes, teardown of equipment, and routine cleaning of truck and tools
  • Monitors cleaning operations to identify any issues. Guides operator on when to start/stop flushing hose progress while cleaning
  • Lends assistance to sewer backup, overflow, and odor call investigation and response
  • Supports crews with response to sanitary sewer overflows. Sets up containment sites for spilled wastewater, manually moves gas powered pumps into place, sets pump hoses, cleans up solid debris from contaminated areas, restores impacted areas
  • Aids the City’s emergency response in the event of inclement weather, including debris cleanup after severe storms or snow and ice response for Division facilities

Education and Experience:
High School Diploma or GED and two years of assignment-related equipment operation/driving, maintenance experience related to utility work, or experience related to the fields listed below as shown:

  • Construction: grading, storm drain, site work, builder, plumber, any utility construction (including fiber installation), road construction
  • Landscaping: installer, maintenance, irrigation
  • Mechanic: heavy equipment, HVAC, hydraulic systems
  • Farming: manual labor, equipment operating
  • Moving Company: labor, truck driver
  • General Municipal Worker: utility inspector
  • Tech School Student: mechanical
  • Firefighter: full or part-time


OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Licensing and Certifications:

  • Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire
  • Valid North Carolina Class A Commercial Driver's License with a satisfactory driving record, or the ability to obtain within 90 days of hire

Working Conditions:
Work is performed in both the field and in an indoor office environment with moderate exposure to atmospheric conditions (such as fumes, odors, dusts, gases, poor ventilation, etc.); moderate exposure to environmental conditions (such as disruptive people, imminent danger, or a threatening environment); and frequent exposure to intense noise.Work is conducted in a crew setting primarily in an outdoors environment in close proximity to heavy equipment, vehicle traffic, open manholes, and open excavations. May involve entering areas with uneven or rough terrain to include creek beds, wetlands, or forested areas.
