Definition

The City of Milpitas is seeking a skilled and motivated Maintenance Supervisor to lead the operations of our Water Division. The ideal candidate is a dynamic leader with a strong background in water distribution and treatment systems, and a deep commitment to public service and environmental stewardship.

The Maintenance Supervisor for the Water Division plans, organizes, and supervises the operations, maintenance, and repair of water treatment facilities and associated infrastructure. This role oversees field crews and lead staff responsible for ensuring safe, reliable, and compliant drinking water through proper treatment processes and facility upkeep. The position ensures work is completed efficiently, in accordance with regulatory standards, and in alignment with departmental goals. The Maintenance Supervisor also assists in budget preparation, monitors use of equipment, materials, and chemicals, and ensures compliance with environmental and public health regulations.

This individual will bring at least five years of progressively responsible experience in public works or water utility maintenance, including two years of supervisory or lead worker experience. They possess a current D4 Water Distribution Operator Certificate and T2 Water Treatment Operator Certificate and are ready to obtain a D5 within the required timeframe. They have proven expertise in overseeing large-scale maintenance and repair programs, utilizing SCADA and CMMS systems, and ensuring compliance with local, state, and federal water quality standards.

Examples of Duties

Duties may include, but are not limited to, the following:

  • Assists in developing and implementing goals, objectives, policies and priorities for the division
  • Plans, organizes, supervises, and evaluates the work and performance of maintenance staff to ensure balanced work distribution, cross training, and maximizing work efficiencies
  • Prepares input to the division budget, reviews and recommends payment of claims, and establishes and monitors contracts for related services
  • Develops procedures and standards to ensure sound work and compliance with applicable regulations
  • Keeps abreast and maintains knowledge and contact with the latest technology and applies it to the section
  • Plans, organizes, directs, and oversees a comprehensive maintenance and repair program for the potable and recycled water distribution systems
  • Prioritizes and schedules maintenance and repair of the water systems and associated pump stations, reservoirs and pressure stations utilizing the computerized maintenance management system (CMMS)
  • Ensures water quality while monitoring system flow, reservoir levels and chemical compliance remotely via a Supervisory Control and Data Acquisition system (SCADA)
  • Inspects facilities and oversees water quality testing
  • Ensures compliance with federal and state regulations
  • In the absence of the Public Works Division Manager acts as the chief operator of the distribution system
  • Responds to emergencies in off-duty hours
  • Performs other related duties as assigned

Typical Qualifications

Knowledge of :

  • Methods, materials, tools and equipment involved in maintenance of assigned area (streets, utilities, building facilities, parks and streets landscape, Water or Collections).
  • Principles and practices of supervision including work planning, direction, evaluation of work and staff performance and personnel practices including conflict resolution.
  • Regulations and standards governing maintenance and operation practices within assigned area.
  • Practices and procedures of basic budgeting and contract supervision.
  • Knowledge and ability to properly operate chemical injection systems
  • Basic principles and practices of SCADA systems.
  • Safety and safe work practices for maintenance work.
  • Occupational hazards and standard safety precautions necessary in the work as outlined in SB198 (Injury and Illness Program IIPP).
  • Safe driving principles and practices.

Ability To

  • Acquire a thorough knowledge of applicable City, departmental and divisional policies and procedures.
  • Troubleshoot problems and determine materials and supplies required for efficient maintenance, repair and other projects.
  • Estimate labor, materials costs for various maintenance tasks.
  • Read, interpret and accurately apply job related federal, state and local rules and regulations.
  • Work in a safe manner, modeling correct City safety practices and procedures; coach others and enforce adherence to safety policies and procedures; identify, correct and report safety hazards.
  • Plan, organize, schedule, assign and review the work of others.
  • Train, instruct, appraise and counsel employees.
  • Maintain records and prepare reports pertaining to the work of the group.
  • Evaluate and develop procedures, standards, and methods for work of the assigned area.
  • Communicate effectively orally and in writing.
  • Prepare and monitor budgets and establish and monitor contracts for services and supplies.
  • Establish and maintain effective working relationships with City staff, outside agencies, vendors and suppliers, and the general public.
  • Exercise independent judgment and sound decision-making.
  • Read plans and specifications and interpret them to others.

Education And Experience

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Education: Equivalent to completion of the twelfth grade. Experience: Five years of increasingly responsible experience in the maintenance of public works facilities including the areas of streets, facilities, utilities, fleet, parks and/or street landscape. Including two years of experience as a lead worker over a crew.

LICENSE OR CERTIFICATE

  • Valid California Class C driver’s license.

In addition w hen assigned to Wate r Division

  • Possession of a D4 water distribution system operator certificate issued by the California State Water Resources Control Board (SWRCB) with the ability to obtain a D5 within 11 months of appointment. Possession of a D5 is preferred.
  • Possession of a T2 water treatment facility operator certificate issued by the California State Water Resources Control Board (SWRCB).
  • Possession of a Collection System Maintenance Grade 1 certification issued by California Water Environment Association (CWEA) within one year of hire.
  • Class A with a Tanker endorsement must be obtained within 12 months of appointment

OTHER REQUIREMENTS

  • Pre-employment physical exam and drug and alcohol screening will be required prior to hire. May be subject to random drug and alcohol testing as mandated by federal or state regulations.
  • Visual Requirements: Ability to discern colors
  • Auditory Requirements: 100-decibel hearing Work is mainly performed outdoors.

Special Requirements

Essential duties require the following physical abilities and work environment.

Work is performed in an office environment and at various city buildings, public streets, parks and other city facilities, including pump stations, new construction sites and maintenance sites. Ability to stand, walk, sit, climb, balance, squat, kneel, crawl, bend, and stoop at any given time. Ability to lift, carry, push, and pull up to 75 pounds of weight throughout the day and occasionally up to 90 pounds. Exposure to outdoor elements in all weather conditions throughout the year; confined spaces, hazardous waste, sewage, chemicals, herbicides and pesticides. Ability to walk on uneven surfaces. Ability to extensively use the telephone, radios, and computers with repetitive keyboarding; drive to various locations daily; and ability to work and supervise safely in an outdoor environment including hard hat construction and other hazardous maintenance zones is essential. Needs to be available for emergency callout on occasion and available for phone consultation during off-hours.

SUPERVISION RECEIVED AND EXCERISED

  • Receives direction from the Division Manager.
  • Supervises, trains and evaluates assigned maintenance staff directly and through subordinate lead workers.

Selection Process

The selection process will consist of an evaluation of the applicant's training and experience based on the application and responses to the Supplemental Questionnaire. Only the candidates whose backgrounds best match the position will be invited to proceed in the selection process. Additional phases of the selection process will consist of one or more interviews.

Tentative panel interview is scheduled for June 23, 2025

RETIREMENT

Membership in CalPERS (2% at 60 or 2% at 62 with three year average salary). City of Milpitas employees do not participate in Social Security,but do contribute to Medicare.

MEDICAL INSURANCE

Choice of CalPERS Medical Plans. City pays coverage up to the Kaiser rate (currently $2,228.36/mo. for family). Employees who waive health coverage are eligible to receive $125 per month in lieu of medical plan coverage with proof of other coverage.

RETIREE MEDICAL

Employees are eligible upon CalPERS retirement from the City to receive up to 100% retiree medical coverage (currently based on the Kaiser health rate), based on years of service.

DENTAL & VISION

City provides full family coverage for Delta Dental and MES Vision at no cost to the employee.

LIFE INSURANCE

City provides $50,000 term policy. Supplemental employee-paid life insurance is available up to $500,000, based on carrier acceptance.

DISABILITY INSURANCE

City provides a Short-Term Disability plan similar to State Disability Insurance (SDI) coverage. Employees do not participate in SDI. Long-Term Disability coverage of 60% of base salary up to $1,500 per month is available after a 60-day waiting period. Additional buy-up options for LTD are available up to $6,000 per month.

Deferred Compensation

City contributes $75 per month on the employee's behalf.

VACATION

Hourly employees earn 11-31 days of vacation and Exempt employees earn 16-36 days of vacation based on years of service.

HOLIDAYS

Employees receive 12 paid holidays and one (1) floating holiday per year.

SICK LEAVE

Employees earn 12 days annually.

TUITION REIMBURSEMENT

Employees are eligible to receive up to $2,000 per fiscal year in tuition reimbursement.
