Qualifications

• Ability to interpret instructions, blueprints and specifications (including blueprints).

• Ability to use and maintain tools and equipment used in HVACR, Machining, Pipefitting, Plumbing and BAS.
• Knowledge of equipment installation, repair and assembly.
• Knowledge of materials used in building services and mechanical systems.
• Technical practices (theoretical, precise, artistic) relevant to the trades.
• Proficiency with measuring instruments to verify work.
• EPA 608 certification is preferred for the role.

Responsibilities

• Plan, coordinate, test, adjust, balance and direct all work by HVACR, Machining, Pipefitting, Plumbing and BAS trades.
• Maintain administrative control over subordinate positions including attendance, leave and discipline.
• Set deadlines, train, motivate and direct staff in testing, balancing, repair, installation and troubleshooting.
• Schedule work to minimize disruption to medical center operations and plan equipment shutdowns in advance.
• Oversee contracts for HVACR, Machining, Pipefitting, Plumbing and BAS; develop new contracts and manage existing ones.
• Initiate purchases for repairs and monitor contractor work and compliance with contracts.
• Conduct performance appraisals and handle personnel actions as required.
• Coordinate training priorities and develop training guidance for the shop.

Qualifications

Physical Requirements/Working Conditions: Work progress - inspections - and supervision require regular and recurring physical exertion involving walking - standing - bending - climbing - etc. The incumbent must be able to climb and work from ladders. Management and administrative work are performed in a sedentary office environment. Must have good vision; glasses and/or contacts are acceptable.

Duties

• Duties include but are not limited to: Responsible for planning - coordinating - testing - adjusting - balancing and directing all work performed by the following trades: HVACR - Machining - Pipefitting - Plumbing - Insulating and BAS
• Equipment under the purview of this shop includes the following building service equipment: Full administrative accountability for matters such as attendance - leave - and discipline for subordinate positions
• Establishes deadlines of work assignment for all personnel - training - motivating and directing subordinates in testing - adjusting balancing - repair - modification - installation and troubleshooting
• Plan work assignments based on general work schedules - methods and policies by higher-level supervisors
• Schedule work to interfere as little as possible with medical center operations
• This will require scheduling equipment shutdowns weeks or months in advance
• Develop work and job plans for each activity perfo1med

• Responsible for oversight of all contracts for the HVACR - Machining - Pipefitting - Plumbing and BAS including development of new contracts and administration of existing contracts
• Initiates request for purchase for repairs to be completed by outside vendors
• Monitors construction practices and directs the attention of contractors and contracting officer's representatives to any deviation from the contract or standard practices
• Conducts both an interim and annual performance appraisal for all employees within time frames established by the medical center
• Incumbent initiates personnel actions for reward or discipline as required
• Adjusts work assignments for multiple work groups as needed to meet changing priorities at the Ralph H
• Johnson Veterans Affairs Medical Center - its associated CBOCs and all other locations under its jurisdiction
• Identifies and determines subordinate training priorities - conducts and administers training programs - develops and improves training guidance
• May conduct classroom or other group setting instructions
• Identifies and makes economically sound recommendations concerning equipment systems or facilities maintenance - modernization or replacement planning
• Incumbent is familiar with and can assign - closeout - manipulate - and transfer data from the work order/PM/equipment inventory systems
• Works as the primary responder in radio and telephone contact with other facility personnel such as Police - administrators - utility system operators and the engineering work order clerks
• Incumbent will respond or assign tasks to mitigate problems where his/her abilities and/or experience safely permit
