Responsible for the day-to-day management of maintenance and logistics operations for the Materiel Maintenance Division and associate efforts aligned with the Fort Bragg EAGLE LSS contract. Oversees maintenance operations in support of tactical, non-tactical, commercial equipment, armament, and communications and electronics equipment; and specific fleets assigned to Fort Bragg's Installation Command. Interfaces with government representatives and ensures contract compliance. Oversees and evaluates contracted maintenance capabilities, performance data, and statistical information; makes maintenance and logistics recommendations; and ensures adherence to maintenance policies and regulations. Provides technical and logistical guidance for overall maintenance operations. Analyzes organizational structures, responsibilities, teamwork, capabilities, operational procedures, reporting relationships, processes and work flows to devise the most efficient methods of accomplishing work. Performs other related duties as assigned by program leadership.

Responsibilities

MAJOR RESPONSIBILITIES:

  • Manages, plans, and implements the overall maintenance and logistics operations for Fort Bragg’s Installation Materiel Maintenance Division.
  • Oversees materiel maintenance commodity shops, and supporting sections that provide basic level services required to sustain installation fleet readiness.
  • Maintains readiness data, provides briefings and updates as required to customer organizations and government staff.
  • Oversees analysis and investigations to detect adverse quality trends or conditions, and the implementation of corrective actions.
  • Monitors, analyses and reports key performance indicators.
  • Sets priorities and analytical focus for the Maintenance Operations Center.
  • Provides predictive analysis based on trends, past operations and current events.
  • Coordinates, conducts, attends and briefs operational and synchronization meetings.
  • Performs fleet readiness mission analysis for installation support operations.
  • Monitors, analyzes and reports key performance metrics in order to ensure efficient and effective utilization of resources.
  • Oversees actions to track, analyze and resolve maintenance related concerns, trends, and operational constraints.
  • Organizes and maintains statistical analysis data of operations including manpower utilization, material cost and usage, work center utilization, and other key contractual performance indicators.
  • Monitors various maintenance information management systems to analyze and correct causes for delays or stoppages.
  • Ensures accurate work center work order information in GCSS-Army is as current as possible.
  • Oversees the collecting, and compiling of information for contractual deliverable reports, data requests, and other routine deliverables.
  • Performs other duties as assigned to meet organizational/operational objectives.

MATERIAL & EQUIPMENT DIRECTLY USED:

  • Extensive use of a desktop computer and multi-functional device.
  • Steel Toe shoes and other Personal Protective Equipment (PPE) is required in certain areas. Such PPE includes, but is not limited to face mask, head, foot, hand, vision and hearing protective devices.

WORKING ENVIRONMENT:

  • Work will typically be conducted in a temperature-controlled office environment in a stationary position approximately 75 percent of the time or more with frequent exposure to electronic office equipment.
  • Employee may occasionally be exposed to extreme cold or hot weather conditions. A normal work week is 40 hours (5 days a week).
  • Must be willing to work additional hours when mission requires.

PHYSICAL ACTIVITIES:

  • May require lifting up to 50 pounds. Must be able to function in office environment in a stationary position for extended periods of time.

Qualifications

MINIMUM QUALIFICATIONS:

EDUCATION & CERTIFICATE:

  • Bachelor’s Degree or equivalent experience in Army Logistics, Maintenance and Materiel Readiness Operations.
  • Comprehensive knowledge of supply and services, and transportation operations, as well as Army governing regulations, policies and procedures.
  • Proficient in Microsoft Office (Word, Excel, PowerPoint, Access, Project, SharePoint) and other software programs to assist with special projects or other requirements.
  • Operational experience with Logistics Information Systems, such as Global Combat Support System-Army (GCSS-Army), Defense Property Accountability System (DPAS), Logistics Data Analysis Center (LDAC), Army Enterprise Systems Integrations Program (AESIP), DOD Fed Mall and Federal Logistics Information System (FLIS)/FEDLOG.
  • Must have or able to obtain and maintain a Common Access Card (CAC).
  • Active Secret Clearance preferred.
  • Valid state driver’s license required.
  • Must be able to maintain driving privilege aboard the Fort Bragg Military installation.

SKILLS & EXPERIENCE:

  • At least five (5) years of military Maintenance Logistics experience at the Battalion or Brigade level or equivalent.
  • Excellent organizational skills, problem-solving skills, ability to prioritize, perform with a high degree of accuracy and multi-task in a fast-paced environment.
  • Excellent verbal and written communication skills; ability to interact with subordinates, peers and senior personnel, analyze data, conduct meetings, evaluate plans and prepare reports, plans and working instructions.
  • Ability to apply strong problem-solving skills, and properly interpret goals and objectives.
  • General familiarity with computer input elements to perform functional activities such as data entry, data verification, transaction preparation and reprocessing of corrections.
  • Advanced familiarization with the operation and maintenance of heavy medium and light wheeled equipment, power generation and ground support equipment.
  • Ability to understand operating procedures, work Instructions, Army regulations, military and commercial technical manuals, and applicable Department of Defense forms.
  • Proficient in GCSS-Army, Microsoft Office applications, and Army Enterprise Portal (AESIP) applications.
  • Ability to manage the day-to-day logistics of multiple geographically disbursed maintenance elements that inspect, service and repair tactical, non-tactical, and commercial equipment.
  • Ability to analyze and interpret U.S. Army Technical Manuals. Ability to execute relevant transactions using GCSS-Army. Capable of dealing with customers in a professional and courteous manner.
