The J-Tech II contract is one of Arcata's longest-standing partnerships. J-Tech II provides engineering and technical services to support research, development, test and evaluation, training missions, and related support activities for the Nevada Test and Training Range (NTTR), Utah Test and Training Range, and China Lake Ranges. We provide test and training support for our customers on JTECH II that includes engineering, operating, and maintaining communications, radar, telemetry, video, RF, and display and debriefing systems, to planning, scheduling, executing, and analyzing large force exercises and tests.


ESSENTIAL FUNCTIONS:
  1. Provide in-depth analysis of maintenance issues, problems, and actions affecting all equipment and systems in support of the J-Tech II contract on the NTTR to the Annex II Maintenance Manager (MM). This is accomplished by working with the Resource Management Center (RMC), Range Managers and Supervisors, Maintenance Leads, and technicians in the Operations and Maintenance department (O&M) in ensuring sufficient data is input, collected, reviewed and provided to support this analysis effort.
  2. In conjunction with the RMC using data collected, identify negative and positive trends to equipment and systems to the MM. Working with O&M provide recommendations for correcting or preventing negative trends while investigating positive trends to determine what actions are occurring that may be implemented in other areas of the maintenance management for Annex II.
  3. Support the MM in providing coordination between range managers and supervisors in support of their maintenance efforts through the implementation and execution of the Maintenance Management Plan.
  4. Review all maintenance documentation (i.e., IMDS, Maximo, maintenance history logs, purchase requisitions, etc.) in developing analysis affecting system maintenance, working with the RMC and other staff agencies.
  5. Regularly review maintenance data collected by other agencies to ensure accuracy and timely input, preventing overlooked areas in the Annex II Maintenance Management program.
  6. Ensure open maintenance jobs over 60 days are identified, activities are being addressed, detailed maintenance history is documented, and obstacles are sufficiently conveyed to the MM.
  7. Provide recommendations and analysis on the health and effectiveness of the NTTR Maintenance Management Program through detailed review of maintenance activities, practices, documentation, and history.
  8. Assist the MM in overseeing and planning depot-level maintenance for ground C-E equipment, including development and review of Local Work Cards and Preventive Maintenance Inspections for all NTTR J-Tech equipment and systems.
  9. Interface with customers, managers, supervisors, and system users to meet maintenance needs and requirements.
  10. Coordinate with the NTTR Range Support Office (RSO) to address high-priority tasks and concerns.
  11. Implement Quality Management System procedures and work instructions across all maintenance activities.
OTHER DUTIES:

Support process improvement of contract maintenance standards towards NTTR-wide commonality, coordinating with Quality Management and ensuring maximum enterprise-wide process standardization where feasible.

EDUCATION & EXPERIENCE:

Bachelor's Degree or equivalent training with a minimum of 8 years of experience in electronic systems operations and maintenance, or an equivalent combination of training and experience.

CORE COMPETENCIES:

Proficiency in PC and business applications such as Microsoft Office, Livelink, Maximo; effective communication skills; personnel management, project management, conflict resolution, and mentoring capabilities.

SKILLS/KNOWLEDGE/ABILITIES:

Familiarity with military training ranges and electronic systems; knowledge of Air Force communications and electronics maintenance standards; effective communication skills; ability to work under deadlines, in teams, and maintain security clearance.

WORK ENVIRONMENT & DEMANDS:

Prolonged sitting or standing in an electronic maintenance environment; outdoor work in varying weather and terrain; ability to monitor remote equipment locations; noise levels vary from quiet to moderate.
