Job description

The J-Tech II contract is one of Arcata's longest standing partnerships. J-Tech II provides engineering and technical services to support research, development, test and evaluation, training missions, and related support activities for the Nevada Test and Training Range (NTTR), Utah Test and Training Range, and China Lake Ranges. We provide test and training support for our customers on JTECH II that includes engineering, operating, and maintaining communications, radar, telemetry, video, RF, and display and debriefing systems, to planning, scheduling, executing, and analyzing large force exercises and tests.

ESSENTIAL FUNCTIONS:
Provide in-depth analysis of maintenance issues, problems, and actions affecting all equipment and systems in support of the J-Tech II contract on the NTTR to the Annex II Maintenance Manager (MM). This is accomplished by working with the Resource Management Center (RMC), Range Managers and Supervisors, Maintenance Leads, and technicians in the Operations and Maintenance department (O&M) in ensuring sufficient data is input, collected, reviewed and provided to support this analysis effort.

In conjunction with the RMC using data collected, identify negative and positive trends to equipment and systems to the MM. Working with O&M provide recommendation for correcting or preventing negative trends while investigating positive trends to determine what actions are occurring that may be implemented in other areas of the maintenance management for Annex II.

Support the MM in providing coordination between range managers and supervisors in support of their maintenance efforts through the implementation and execution of the Maintenance Management Plan.

Working with the RMC and other staff agencies, review all maintenance documentation (i.e., IMDS, Maximo, maintenance history logs, purchase requisitions, etc) in developing analysis affecting system maintenance.

On a regular basis review maintenance data being collected by other agencies to ensure accuracy and timely input to ensure no areas of the Annex II Maintenance Management program are being overlooked.

Ensure open maintenance jobs greater than 60 days are identified; activities are being accomplished to address the open jobs; accurate and detailed maintenance history is documented; and that anything preventing actions being taken against this open job has been sufficiently documented and conveyed to the MM.

Provide recommendations and analysis to the MM on the health and effectiveness of the NTTR Maintenance Management Program through the detailed review of maintenance activities, practices, documentation and history.

Assist the MM in the oversight and planning of the depot level maintenance program required for ground C-E equipment to include command and non-command supported depot level systems. Assist in the development, review, and approval of Local Work Cards and Preventive Maintenance Inspections for all NTTR J-Tech equipment and systems.

Interface with customer, managers, supervisors and system users in meeting the needs and requirements required of the Maintenance Analyst.

Work closely with the NTTR Range Support Office (RSO) to ensure areas of concern or high priority tasking are being addressed throughout the maintenance organization.

Ensure implementation of the Quality Management System procedures and work instructions in all maintenance activities.

OTHER RELATED DUTIES: In close coordination with Quality Management, and through the direction of the MM support the process improvement of contract maintenance standards towards NTTR-wide commonality. Where local standards permit and enterprise-wide processes exist, ensure maximum commonality consistent with local customer tolerance.

EDUCATION (or Equivalent Experience):
This position requires a Bachelor's Degree or equivalent formal training with a minimum of 8 year's experience in the operations and maintenance of electronic systems or an equivalent combination of training and experience.

CORE COMPETENCIES:
The Maintenance Analyst will be highly skilled in the use of PC and PC-based business applications software such as Microsoft Office, Livelink, and Maximo; ability to use the internet and other commonly used electronic communication tools for research. The Maintenance Analyst will have good command of proper English grammar, usage, spelling and punctuation along with modern business office procedures and business correspondence. The Maintenance Analyst must be highly skilled in personnel management, project management, conflict resolution, and mentoring.

SKILLS/KNOWLEDGE/ABILITIES REQUIRED:
This position requires familiarity with military training ranges and methods used for aircrew training. The Maintenance Analyst must have the technical skills necessary to develop an understanding of electronic systems and subassemblies. A thorough knowledge of Air Force communications/electronics maintenance standards and practices is imperative in this position.
The Maintenance Analyst must have the ability to communicate effectively in both oral and written form. Ability to establish and maintain successful work relationships with those contacted in the performance of this position. Ability to report and draw conclusions from the review of multiple and various data sources in the area of maintenance management. The Maintenance Analyst must have the ability to understand direction, supervision and evaluation factors for the work of all levels of employees. The Maintenance Analyst must have the ability to meet deadlines; work in a team environment; and to obtain and maintain a government security clearance.

WORK ENVIRONMENT, PHYSICAL AND MENTAL DEMANDS:
Prolonged sitting or standing in an electronic maintenance environment and in an office-based operations setting while using the computer and the telephone, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness. Ability to visit and monitor work performed at remote equipment locations which involves exposure to extreme outdoor weather conditions periods, work on uneven surfaces and varying types of outdoor terrain. The noise level on the Ranges varies from quiet to moderately noisy.
