Systems Application & Technologies, Inc. (SA-TECH) is seeking a LVC Engineering Tech IV (LATR OPS) at NAS Oceana in Virginia Beach, VA. The role requires Navy fleet operations experience, advanced system analysis, and certification in Security+.

You will support live training ranges, debriefs, and multi-domain tracking systems. You will install and maintain LATR/TCTS equipment on ships and shores, coordinate with multiple centers, supervise technicians, and ensure contract compliance and safety

Qualifications

• High School diploma or equivalent is required.
• Formal classroom education equivalent to Navy 'C' School or vocational school with formal training in the field of computers, electronics, or training as an Operations Specialist.
• Five (5+) or more years’ of relevant experience supporting growth into this management position.
• Must have demonstrable experience with U.S. Navy fleet operations, supporting staffs ashore and afloat conducting fleet exercises.
• Possess the ability to communicate technical and related planning information, both verbally and in writing.
• Maintain cognizance of developments in the assigned field of expertise.
• Must obtain and maintain current CPR/First Aid certification.
• Possess Security+ certification.
• Physically able to deploy onboard a naval ship and to remote sites for up to five weeks at a time, one to two times a year
• Current Driver’s License required; must be able to be insured through company’s vehicle insurance policy while driving work/government/rental vehicles during working hours, and for the duration of employment.
• U.S. Citizenship required and you must be able to obtain a U.S. DoD Secret Security Clearance prior to hire date and maintain a Secret clearance throughout employment.
• All candidates will be required to pass background screening to include SSN, Driver Record, and Criminal Background Investigation.

Responsibilities

• Support fleet exercises with staffs ashore and afloat.
• Apply system analysis and design skills in interoperability for portable workstation networking and tracking displays.
• Operate, maintain, and troubleshoot LATR, TCTS, and associated displays and applications.
• Install, setup, monitor, and debrief various LATR operations.
• Coordinate instrumentation and support for major multi-platform operations and exercises.
• Install and uninstall LDTS at remote sites using SIPRNET, CANES and other networking systems.
• Transport and install Iridium Tracking Units on ships, vehicles, and landing craft.
• Coordinate between LATR, CVW, MEU, NSWC detachments, operators and other work centers.
• Collect, prepare, and present exercise data for debriefs and analyses.
• Support NSWC Corona exercises and mission reviews.
• Quality assurance may review work for accepted practices.
• Train and provide guidance to lower-level technicians.
• Document maintenance actions in IEMS.
• Suggest improvements across maintenance, engineering and logistics.
• Operate TCTS components and software.
• Be operationally qualified as a designated tech level within one year.
• Manage TCTS operations and maintenance per contract.
• Oversee mission support from scenario development to debrief and evaluation.
• Ensure contractor range function quality and CM compliance.

Position Type: Full-time, Non-exempt Work Location: Virginia Beach, VA (NAS Oceana) Systems Application & Technologies, Inc. Together with our partners, SA-TECH is helping integrate the Navy Combined Tactical Training Range (NCTTR) and the Southern California Offshore Range (SCORE) into the Navy Continuous Training Environment (NCTE) environment. SA-TECH is currently looking to hire a LVC Engineering Tech IV (LATR OPS) at NAS Oceana (Virginia Beach, VA) to support Large Area Tracking Range (LATR) Operations responsibilities, in accordance with all applicable directives and plans, to meet all contract requirements. This position reports to the LVC Operations Manager. Specific duties include (but are not limited to):

Job Responsibilities

• Draws on experience in U.S. Navy fleet operations to support staffs ashore and afloat conducting fleet exercises.
• Supports U.S. Navy/Marine Corps fleet operational training by applying system analysis and design skills in portable workstation interoperability, shipboard local area networking and computer systems imbedded tracking and display systems.
• Operates, maintains, and troubleshoots the LATR system, Tactical Combat Training System (TCTS) and associated displays and computer applications used for aircraft and ship tracking displays and debriefs.
• Responsible for the installation, setup, monitoring, and debrief of various LATR operations.
• Aids in the coordination of instrumentation and support for major multi-platform operations and exercises to include fixed and rotary wing, ship, and surface participants.
• Installs and de-installs LDTS at remote sites using a variety of communication paths to include SIPRNET, Consolidated Afloat Networks and Enterprise Services (CANES) and other networking systems, coordinating and working with shipboard and staff information technicians (ITs).
• Transports, installs and de-installs Iridium Tracking Units (ITU) on ships, vehicles, and landing craft to bases and facilities onboard naval vessels as required.
• Coordinates between LATR, CVW and MEU and NSWC detachments, fleet operators and other work centers to provide LATR services.
• Provides technical support to the hosting naval entity consisting of collecting and preparing exercise participant information from multiple sources including: LATR, TCTS, Galaxy GPS, MIDAS, OTCIX, Link 16, JBUS, and track data logs for presentation and further analysis.
• Collects and combines all data collected into single source debrief product SIMDIS ASI replays, and provides the debrief product to agencies as designated by USFFC, C2F/C5F/C6F, CSG4, SMDC, or hosting carrier strike group organization.
• Shall support other exercises as approved by NSWC Corona.
• Mission Commanders and Quality Assurance may review work for compliance with accepted practices.
• Trains and provides technical guidance to lower-level technicians.
• Documents maintenance actions in IEMS.
• Provides recommendations to improve or expand all facets of operations to include maintenance, engineering, and logistics support.
• Ensures economy-of-operation by improvement of work methods and procedures.
• Operates the Tactical Combat Training System (TCTS) components comprised of Live Monitor (LM)/Mission Line-Up (MLU)/Firewall (FW)/Electronic Warfare Server (EWS)/Electronic Warfare Multiplexor (EW-MUX)/Radar Acquisition Display System (RADS)/Joint Debriefing Subsystem (JDS)/Personal Combat Display System (PCDS).
• Operates and ensures current software for LATR computers.
• Will be operationally qualified as designated tech level within one year of hiring or promotion.
• Manages TCTS Operations and Maintenance functions in accordance with contract requirements.
• Oversees mission support from mission scenario development to live operational support to post-mission debrief and evaluation.
• Responsible for quality of contractor range functions, to include operations, scheduling, technical library, security, training, safety, supply, quality assurance, configuration management, and documentation.
• Supports the Configurations Management program.
• Complies with contract requirements and takes action when necessary to correct deficiencies.
• Applies advanced technical knowledge to solve unusually complex problems that typically cannot be solved by interpreting manufacturers' manuals or similar documents.
• Performs all other position-related duties as assigned or requested.

Work Conditions/Physical Requirements

• Constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness.
• Must possess planning/organizing skills and must be able to work under deadlines.
