Job summary

KMS Solutions, LLC is recruiting a Logistics Specialist for NSWCPD Code 316 in Philadelphia. The role supports PMS/CMP, RCMS, PSRs, and ILS documentation across in-service and new construction projects.

The position requires a BS in Logistics or related field, Navy shipboard experience, and strong knowledge of Navy maintenance/logistics systems. Telework may be allowed; travel up to 10% may be required.

Qualifications

• BS in Logistics, Supply Chain, Engineering or related field or equivalent experience.
• Familiarity with Integrated Logistics Support (ILS) elements.
• Navy shipboard engineering experience required; DoD/Navy systems knowledge.
• Experience with Navy maintenance/logistics systems (PMSMIS, REMEDY, DECKPLATE, MBPS, OMMS-NG, CDMD-OA).
• Professional logistics experience with Navy or DoD programs (I–IV levels).

Responsibilities

• Collect, review, and process Fleet logistics and maintenance feedback for shipboard systems.
• Analyze PMS data and recommend updates to MIPs/MRCs based on field experience.
• Develop and update ILS documentation including MIP, MRC, maintenance plans and technical manuals.
• Track feedback incorporation into PMS and logistics products.
• Collaborate with engineers, technicians, and Fleet representatives to resolve supportability issues.
• Prepare logistics assessments and briefing materials for PMS/ILS improvements.
• Participate in ILS Reviews (ILSRs) and TERs related to logistics.

Logistician I: $50,000 to 60,000

Logistician II: $60,000 to $70,000

Position Summary / Objective:

The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of Defense entity responsible for research and development, test and evaluation, engineering, and Fleet support services for the Navy’s ships, submarines, military watercraft, and unmanned vehicles.

This position supports NSWCPD Code 316, which is responsible for the Planned Maintenance System (PMS)/Class Maintenance Plan (CMP), Reliability Centered Maintenance (RCM) and PMS Service Request (PSRs), review of New Construction PMS Contract Deliverables, and PMS update and development for in-service, modernization, new construction, and land-based engineering test site maintenance documents.

• Collect, review, and process Fleet logistics and maintenance feedback (e.g., TFBRs, LARs, MAFs) for shipboard mechanical and electrical systems.
• Analyze Planned Maintenance System (PMS) data and recommend updates to MIPs/MRCs based on field experience and reliability trends.
• Support the development, review, and update of ILS documentation including:

• Maintenance Index Pages (MIP) / Maintenance Requirement Cards (MRC)
• Maintenance Plans
• Technical Manuals
• Provisioning Technical Documentation (PTD)
• Allowance Parts Lists (APLs)
• Logistics Support Analyses (LSA)

• Use Navy data systems (e.g., PMSMIS, REMEDY, DECKPLATE, CDMD-OA, MBPS, OMMS-NG, SKED, SCLSIS) to assess configuration, logistics status, and maintenance effectiveness.
• Track the incorporation of feedback into logistics products and PMS systems.
• Collaborate with engineers, technicians, and Fleet representatives to resolve supportability issues and maintain logistics accuracy across ship classes.
• Prepare logistics assessments, reports, and briefing materials in support of PMS and ILS process improvements.
• Participate in ILS Reviews (ILSRs), Technical Evaluation Reviews (TERs), and Engineering Change proposals related to logistics.

Required education and experience:

• Bachelor of Science (or higher) in Logistics, Supply Chain Management, Engineering, Business, or related field (or equivalent experience).
• Familiarity with Integrated Logistics Support (ILS) elements and lifecycle sustainment planning
• Navy shipboard experience in an engineering Rate (i.e. MM, EM, GS, HT, EN, etc.) is required.
• Working knowledge of Navy maintenance and logistics systems (e.g., PMSMIS, REMEDY, DECKPLATE, MBPS, e-Waivers, OMMS-NG, CDMD-OA).
• Required years of professional experience in logistics or life cycle support, preferably supporting Navy or DoD programs:
  • Logistician I – Entry Level
  • Logistician II - 3 years
  • Logistician III - 7 years
  • Logistician IV - 10 years

Preferred education and experience:

• NAVSEA Reliability Centered Maintenance Level 1 & 2 certification (active or held within previous three years)
• Prior Navy or DoD experience in logistics, maintenance planning, or configuration management.
• Experience with Logistics Support Analysis Records (LSAR) or Product Data Reporting and Evaluation Program (PDREP).
• Understanding of NAVSEA technical documentation standards and processes.
• Experience with supporting PMS updates and Fleet feedback response workflows.
• Technical writing experience, particularly with maintenance or logistics documentation.

• Adept at learning new systems and terminology.

Competencies:

• Proficiency in Microsoft Office, specifically, Word, Excel, PowerPoint, and Outlook software.
• Excellent verbal and written communication skills, as well as presentation skills.
• High comfort level working with and around all military/organizational levels, clients, customers, suppliers, and visitors.
• Must be highly reliable and demonstrate personal initiative to operate in a fast-paced environment with changing priorities.

Work authorization/security clearance requirements:

• This position requires the ability to obtain and/or maintain a DoD Security Clearance and required access to all worksite locations. Security clearances may only be granted to U.S. citizens.

Position Type/Expected Hours of Work:

The typical workday is eight hours in length. Some flexibility in hours is allowed, with concurrence from the supervisor. Attendance at prescheduled mandatory meetings is required. Must be available during the core work hours as determined by your contract/location and must account for the required number of hours in a pay period to maintain Full-time status.
