Duties

• Oversee lock and dam operations and maintenance, assigning tasks to a diverse crew working rotating shifts.
• Plan and adjust work schedules and resources to meet operational priorities and resolve issues.
• Provide hands‑on technical guidance and inspect work quality to ensure compliance with standards.
• Manage employee performance, training, leave, and disciplinary actions.
• Serve as acting site supervisor and manage credit card purchases in absence of Lockmaster.

• Business travel up to 10% of the time.
• This position requires Inland Marine Transportation System (IMTS) certification unless exempt through provisions for grandfathered applicants.
• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Position may be subject to a one year supervisory probationary period.
• This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man‑made disaster) the incumbent is required to report to work or remain at work.

• This position requires heavy lifting up to 50 lbs.
• This position requires the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

• This position is on a maxi‑flex schedule and may need to fill a vacant or partial shift.

Minimum Qualifications

(Screen Out Element): Ability to do the work of a Lock and Dam Operator Supervisor without more than normal supervision. I can manage lock and dam operations and/or maintenance crews. I have performed and/or directed the locking of boats and dam gate operations, equipment, and/or maintenance activities involved in lock and dam operations. I can inspect completed work to ensure it meets standards. I work under normal supervision, Tasks are observed in progress and upon completion to make sure they are properly performed. Failure to meet this Screen Out Element will result in an ineligible rating.

• Physical Effort: Work requires frequent standing, stooping, stretching, climbing and crouching. May occasionally lift and carry items weighing over 50 pounds. Uses coordination of eyes, hands and feet, and also of legs and body in installing, repairing, or testing equipment in confined areas such as manholes, enclosed switchgear structures, or on overhead structures. Climbs ladders and poles.
• Working Conditions: Works inside and outside, subject to changing climatic conditions, loud noises, prolonged standing, falling, water hazards, drowning, cuts and bruises. Works in cramped places and is exposed to dirt, grease, fumes, and dust; works around heavy construction machinery, with and around power shop equipment. Occasionally will work behind bulkheads or in tunnels below water level.
