Job description

The hiring pay range for this position is $62,102.04 - $68,312.24 annually commensurate with experience.

Charles County Government is seeking a dynamic Litter Control Supervisor to plan, direct, coordinate, and supervise the litter control crews engaged in litter cleanup of County maintained roads. In addition, the Litter Control Supervisor will oversee crews comprised of full time and part time staff, inmates, and the litter control contractor, and address and resolve litter and illegal dumping concerns in a safe, efficient, and quality manner that complies with applicable regulations, policies, procedures, and contracts.

  • Plans, directs, coordinates, and supervises litter control crews engaged in litter cleanup of County maintained roads. Oversees crews comprised of full time Litter Control Technicians, part-time Litter Control Technicians, inmates, and the litter control contractor. Ensures constant supervision for all inmates.
  • Assigns and prioritizes activities of crews and provides guidance, motivation, and support to crew members. Ensures completion of daily tasks and coordinates start times, lunch schedules, and end of shift responsibilities.
  • Acts as liaison with State and County agencies to recruit potential candidates for inmate litter crews and coordinates work activities.
  • Interviews and hires part-time Litter Control Technicians and inmates. Ensures eligibility and safety requirements are met.
  • Assists in preparing all applicable paperwork such as applications, contracts, tax forms, and timecards. Ensures paperwork is submitted to the appropriate departments, divisions, and agencies in an accurate and timely manner for litter crew inmates and staff. Maintains accurate time records for litter crew inmates and staff.
  • Assists Litter Control Manager with interview and hiring process of full time Litter Control Technicians. Provides job and safety training to crews. Ensures employees, inmates, and contractors are informed of both county and State policies and procedures.
  • Completes probationary and annual performance appraisals of full time Litter Control Technicians.
  • Recommends disciplinary actions for crew members in accordance with County policies and procedures and, if applicable, State policies and procedures.
  • Transports inmates to and from job sites, adhering to scheduled times and complying with all applicable County and State policies and procedures.
  • Maintains appropriate supply inventory for litter control operations.
  • Prepares and maintains accurate records pertaining to tonnage, mileage, or other data that may be useful for litter control operations or required for reports.
  • Assists other operations, such as recycling and landfill, on an as needed basis. Tasks may include transporting materials using a roll-off truck, operating heavy equipment, placing signage, or assisting with special events or projects such as Christmas Tree Recycling, Tire Amnesty Day, Potomac River Cleanup, County Fair, and Adopt-A-Road.
  • Operates light to medium duty vehicles and heavy equipment. Performs pre-trip and post-trip inspections to ensure the vehicle or equipment is in good condition.
  • Participates in emergency response plans as assigned. Responds to emergencies for road conditions, weather events, and debris management to include the removal, staging, reduction, recycling, processing, and disposal of debris caused by a major debris-generating event.
  • Performs other duties as assigned.

Education and Experience:

High school diploma or an acceptable equivalency diploma (GED). Four (4) years of experience operating light to medium duty vehicles and heavy equipment, with one (1) year supervisory experience, or an equivalent combination of education, experience, and training.

Licenses or Certifications:

Must possess a valid Commercial Driver’s License (CDL), Class B is required.

PLEASE NOTE: THIS IS A CDL POSITION, AND EMPLOYEES IN THIS POSITION ARE SUBJECT TO RANDOM DRUG AND ALCOHOL SCREENING.

Subject to work on the weekend.

Subject to call back in emergencies.
Work is subject to frequent interruptions.

Work requires constant supervision of inmates.

PHYSICAL DEMANDS

The work is regularly active with periods of heavy exertion. The position requires employees to walk or stand for long periods; lift and carry up to 100 pounds; climb stairs, ladders, and scaffolding; bend, kneel, crouch, and crawl; reach, hold, grasp, and turn objects; feel the size, shape, and temperature of items; and use of fingers to operate computer or typewriter keyboards. The work requires the ability to speak normally, to use normal or aided vision and hearing, and to detect odors.


WORK ENVIRONMENT

Principal duties of this job are performed in a shop or field setting with some work performed outside.

Employee may be exposed to environmental conditions and outdoor hazards such as dirt, odors, noise, weather extremes, vehicle and equipment traffic, landfill gas, leachate, and refuse.

Employee works in a team environment and must be willing to accept additional duties.
