RTI Consulting, LLC is seeking qualified professionals in Hampton, VA to support the Foundation GEOINT IPF program. Active TS/SCI with Polygraph is required.

Candidates should have DoD/IC acquisition, program management, and budgeting experience to guide lifecycle execution from planning through delivery. Responsibilities include cost estimation, funding submissions, and collaboration with multiple offices to ensure compliance and accurate reporting.

Qualifications

• Bachelor's degree or higher in a business, computer science, or engineering related field.
• Four or more years of specialized experience with DoD or IC Agency acquisition processes and procedures.
• Four or more years of specialized experience in program/project management.
• Certification (PMP/DAWIA/SA) or SA/PM certification desired.
• Six or more years of specialized experience with Agency systems architecture components & processes.
• Experience as a cost estimator in the DoD or IC.
• Experience developing MIP/NIP/OCO funding submissions, funding requests, and justifications at the budget program level or above to Congress and DoD or ODNI oversight authorities.

Responsabilités

• Support government in successful execution throughout the lifecycle of designated efforts from concept to deactivation and disposal.
• Create program documents, plans, and artifacts; review and assess requirements for accuracy and compliance.
• Support program management, business management, and budget execution reviews; provide government feedback.
• Provide analysis and coordination of program-level and division-level financial management plans and reports.
• Assist with assessing realism of contractor cost estimates in RFC responses and impact assessments.
• Develop independent program office cost estimates and program-level cost models.
• Collaborate across IPO and partners, including other program offices, sensor, infrastructure, and financial teams.
• Conduct briefings, TEMs, and events; assist with drafting delivery orders and performance statements.
