Harris-Stowe State University seeks an Assistant Director of Public Safety Operations (Patrol Lieutenant) to oversee the Patrol Division during the evening shift. You will lead Sergeants and Officers, coordinate staffing, and ensure patrol coverage, traffic enforcement, and fleet management on campus.

Reporting to the Associate Director of Public Safety, you will enforce policies and laws, shape operational procedures, and respond to emergencies.

Qualifications

  • Bachelor's degree in criminal justice or related field with 5 years supervisory public safety experience.
  • Ten years of law enforcement experience with at least five years in supervision; valid driver's license.
  • Current Armed St. Louis City/County Security License.
  • Preferred: supervisory experience in college/university public safety environment.

Responsibilities

  • Direct and supervise the daily operations of the Patrol Division during assigned shifts.
  • Supervise Public Safety Sergeants and Officers, providing leadership, guidance, coaching, and mentorship.
  • Coordinate daily staffing assignments and schedules to ensure appropriate patrol coverage.
  • Conduct employee performance evaluations and administer corrective and disciplinary actions in accordance with University policies.
  • Oversee traffic enforcement, parking operations, and fleet management.
  • Develop, implement, and monitor patrol procedures to enhance operational effectiveness and campus safety.
  • Assist in the development and implementation of departmental policies, procedures, and operational directives.
  • Enforce University policies and applicable federal, state, and local laws and regulations.
  • Advise and assist subordinate personnel with complex incidents and operational issues.
  • Collaborate with the Administrative Lieutenant during critical incidents and emergency situations by coordinating personnel, fleet resources, and operational response under the direction of the Associate Director of Public Safety.
  • Represent the Department of Public Safety and the University at meetings, community events, and other public functions as assigned.
  • Participate in the departmental on-call rotation and respond to emergencies as required.
  • Carry, monitor, and respond to the University-issued cell phone while serving as the on-call administrator.
  • Perform other related duties as assigned.

Job description

The Assistant Director of Public Safety Operations (Patrol Lieutenant) is responsible for overseeing the daily operations of the Patrol Division during the assigned evening shift (6:00 p.m. – 2:00 a.m.). Reporting directly to the Associate Director of Public Safety, this position provides leadership and supervision to Public Safety Sergeants and Officers while ensuring the effective delivery of patrol services, traffic enforcement, fleet management, and parking operations.

The Assistant Director promotes a safe and secure campus environment by enforcing University policies, applicable laws, rules, and regulations; supervising patrol operations; coordinating staffing; and responding to emergencies. As a member of the Department's command staff, the Assistant Director supports departmental initiatives, maintains operational readiness, and fosters positive relationships with the University community.

Supervisory Responsibilities:

This position directly supervises:

  • Public Safety Sergeants
  • Public Safety Officers

Responsibilities include employee scheduling, coaching, performance management, performance evaluations, corrective action, and disciplinary actions.

Minimum Qualifications:
  • Bachelor’s degree in criminal justice or a related field and a minimum of five (5) years of law enforcement or public safety supervisory experience;

OR

  • Ten (10) years of law enforcement experience, including at least five (5) years in a supervisory capacity.
  • Valid driver's license.
  • Current Armed St. Louis City/County Security License.
Preferred Qualifications:
  • Previous supervisory experience in a college or university public safety environment.
Knowledge, Skills, and Abilities:
  • Strong leadership and supervisory skills.
  • Knowledge of public safety operations, patrol procedures, and traffic enforcement.
  • Ability to make sound decisions during emergency and high-pressure situations.
  • Excellent interpersonal, communication, and conflict-resolution skills.
