Qualifications

• Bachelor’s degree in criminal justice or Public Administration (master’s preferred).
• Minimum of 10 years of progressively responsible law enforcement experience, including 3–5+ years in a supervisory or command role.
• MCOLES licensed (active or inactive) or eligible for licensure.
• Valid Michigan driver’s license with a satisfactory driving record.
• Background investigation, drug screening, psychological evaluation, and physical examination completed.

Position Summary:

The Lieutenant serves as the second-in-command of the Police Department and provides high-level leadership, supervision, and strategic direction for all operational and administrative functions.
This position supports the Chief of Police in ensuring the effective delivery of public safety services, maintaining departmental readiness, and fostering a culture of professionalism, accountability, and community engagement. The Lieutenant may assume command in the absence of the Chief and is expected to lead with integrity, innovation, and commitment to the department’s mission and values.

Essential Functions:

1. 1. Assist the Chief of Police in managing all department operations, including patrol, investigations, training, and administrative services.
2. 2. Supervise all personnel assigned to their shift, including sergeant(s), sworn staff, and professional support staff. To include oversight of all patrol operations which includes but is not limited to allocation of personnel and resources to ensure effective coverage and service delivery.
3. 3. When directed by the Chief serve as a liaison to community organizations, city departments, and regional law enforcement agencies.
4. 4. Address employee concerns, citizen complaints, and internal grievances in a timely and professional manner.
5. 5. When directed by the Chief lead or coordinate administrative investigations, corrective actions plants, and conduct performance reviews of all personnel assigned to their shift .
6. 6. Oversee department training programs, mentoring initiatives, and professional development.
7. 7. Participate in strategic planning, policy development, and budget preparation.
8. 8. When directed by the Chief represent the department at public meetings, community events, and interagency collaborations, as needed (replace number 3 with this and ok).

Requirements:

• A bachelor’s degree in criminal justice, Public Administration, or a related field (master’s preferred).
• Minimum of 10 years of progressively responsible law enforcement experience, including 3-5+ years in a supervisory or command role.
• MCOLES licensed (active or inactive) or eligible for licensure.
• Valid Michigan driver’s license with a satisfactory driving record.
• Successful completion of a background investigation, drug screening, psychological evaluation, and physical examination.

Preferred Requirements:

• Completion of advanced leadership training (e.g., FBI National Academy, Northwestern School of Police Staff and Command).
• Experience with unionized personnel and collective bargaining agreements.
• Familiarity with law enforcement accreditation programs (e.g., CALEA, MACP).
• Knowledge of community policing principles and public safety best practices.
• Successful completion of a background investigation, drug screening, psychological evaluation, and physical examination.
