Job summary

Orano USA is seeking a Licensing Specialist to support NRC licensing and regulatory compliance for a nuclear fuel cycle facility in Oak Ridge, TN. You’ll ensure licensing documents align with regulatory requirements and approved licensing bases, collaborating with operations, safety, engineering, and quality teams.

Responsibilities include preparing licensing documents, managing amendments, and coordinating NRC inspections and RAIs, with a focus on accuracy and defensible regulatory submittals.

Qualifications

  • Bachelor’s degree in engineering, nuclear engineering, chemistry, or business-related disciplines.
  • 2–7 years of experience in nuclear regulatory compliance, NRC licensing, or related regulated environments.
  • Working knowledge of NRC regulations—10 CFR Parts 30, 40, 70, 71, 74.
  • Strong technical writing skills and ability to produce clear, defensible regulatory documents.
  • Ability to interpret complex regulations and apply them to facility operations.

OVERVIEW

Orano USA is seeking a Licensing Specialist to support all U.S. Nuclear Regulatory Commission (NRC) licensing and regulatory compliance activities for a nuclear fuel cycle facility. This position maintains the facility’s licensing basis, prepares regulatory submittals, coordinates NRC interactions, and ensures compliance with 10 CFR Parts 30, 40, 70, 71, and 74.

As the Licensing Specialist, you'll work closely with operations, safety, engineering, and quality teams to ensure that facility activities remain consistent with regulatory requirements and approved licensing documents.

R ESPONSIBILITIES
Regulatory Licensing & Documentation
  • Prepare, revise, and maintain licensing basis documents such as the License Application, Integrated Safety Analysis (ISA) Summary, Safety Analysis Report (SAR), Environmental Report, and Emergency Plan.
  • Develop and submit license amendment requests, exemption requests, 10 CFR 70.72 evaluations, and other NRC correspondence.
  • Maintain configuration control of licensing documents and regulatory commitments.
  • Track regulatory changes and assess impacts on facility programs and licensing basis.
Regulatory Interface
  • Serve as a primary interface with the NRC for inspections, audits, meetings, and Requests for Additional Information (RAIs).
  • Coordinate NRC inspections, including preparation of evidence packages and support for subject‑matter experts.
  • Draft and manage responses to NRC RAIs, inspection findings, and enforcement actions.
Compliance & Safety Basis Support
  • Support implementation and maintenance of the Integrated Safety Analysis (ISA) and associated controls.
  • Review facility changes for compliance with the licensing basis and perform 10 CFR 70.72 change evaluations.
  • Support programs related to radiation protection, criticality safety, MC&A, fire protection, and environmental compliance as they relate to licensing requirements.
Internal Coordination & Training
  • Collaborate with operations, engineering, and safety teams to ensure regulatory requirements are understood and implemented.
  • Provide training and guidance on licensing basis requirements and regulatory expectations.
  • Support audits, assessments, and corrective action processes related to licensing and compliance.
Requirements
  • Bachelor’s degree in engineering, nuclear engineering, chemistry, or business-related disciplines.
  • 2 to 7 years of experience in nuclear regulatory compliance, NRC licensing, DOE nuclear operations, or similar regulated environments.
  • Working knowledge of NRC regulations, especially 10 CFR Parts 30, 40, 70, 71, and 74.
  • Strong technical writing skills and ability to produce clear, defensible regulatory documents.
  • Ability to interpret complex regulations and apply them to facility operations.
PREFERRED
  • Master's degree is regulatory affairs or regulatory science.
  • Experience with NUREG‑1520, ISA Summary development, or risk‑informed licensing.
  • Prior involvement in NRC inspections or regulatory audits.
  • Familiarity with nuclear safety programs such as criticality safety, MC&A, or radiation protection.
  • Experience with configuration management and document control systems.
  • Advanced degree or professional certification in regulatory affairs or nuclear policy.
