Job summary

BWX Technologies, Inc. in Oak Ridge, Tennessee seeks a Licensing Manager to lead NRC license application development and regulatory interfaces, coordinating cross-functional teams.

Qualifications

  • Bachelor’s degree in engineering, nuclear sciences, regulatory affairs, or related technical discipline.
  • At least 5 years of nuclear regulatory or licensing experience.
  • Minimum 2 years of supervisory or team leadership experience.
  • Working knowledge of NRC regulations including 10 CFR Parts 50, 52, 70, and 74.
  • U.S. citizen; ability to obtain DOE clearance.

Responsibilities

Position Overview:

The Licensing Manager leads all aspects of license application development, including initial regulatory program requirements for a uranium enrichment facility, overseeing preparation, coordination, and execution of the site’s NRC license application. This role serves as the facility’s primary regulatory interface, ensuring compliance with applicable NRC regulations while directing cross-functional technical, safety, and operational contributions.

Your Day to Day as a Licensing Manager:
  • Leads a multidisciplinary licensing team, providing direction, coaching, and performance oversight.
  • Acts as a liaison with the NRC, other regulatory bodies and local stakeholders, overseeing correspondence, inspections, and regulatory engagement planning.
  • Coordinates with internal engineering, safety, operations, and executive leadership to ensure alignment of licensing strategy and technical deliverables.
  • Manages the development, submission, and maintenance of the facility’s licensing basis, including license application content, amendment requests, exemption requests, and responses to NRC requests for additional information.
  • Manages pre-application strategy, license application submittals, and implementation of regulatory commitments.
  • Represents the facility during NRC inspections, audits, rulemaking reviews, and enforcement interactions.
  • Demonstrates leadership in cross-functional teams including safety analysis, fire protection, configuration management, and procurement QA.
  • Directs development of NRC license application materials, including safety analysis, radiation protection, material control and accounting, criticality safety, and emergency preparedness elements.
  • Manages regulatory engagement plans, pre-application interactions, and formal review processes.
  • Prepares, reviews, and submits regulatory correspondence such as amendment requests, exemptions, application supplements, and RAI responses.
  • Reviews and comments on NRC rulemaking activities relevant to uranium enrichment and fuel cycle licensing.
  • Maintains the facility’s licensing basis and associated change control programs.
  • Leads resolution of licensing-related issues and oversee implementation of corrective action program items.
  • Ensures accuracy, completeness, and version control for licensing documentation.
  • Manages licensing schedules, deliverables, and milestones.
  • Coordinates with engineering and design teams to ensure regulatory requirements are integrated into design development and change management.
Required Qualifications:
  • Bachelor’s degree in engineering, nuclear sciences, regulatory affairs, or a related technical discipline.
  • At least 5 years of nuclear industry regulatory or licensing experience.
  • Minimum 2 years of supervisory or team leadership experience.
  • Working knowledge of NRC regulations including 10 CFR Parts 50, 52, 70, and 74.
  • Strong written and verbal communication skills, with proven ability to interact effectively with regulators.
  • Must be a U.S. citizen.
  • Must be able to obtain and maintain a U.S. Department of Energy (DOE) clearance.
Preferred Qualifications:
  • Master’s degree in engineering, nuclear science, regulatory affairs, or related discipline.
  • 7–10+ years of nuclear licensing experience, particularly with fuel cycle facilities or Part 70 licensees.
  • Experience with NRC change authority evaluations (10 CFR 70.72, 50.59, 95.19).
  • Prior leadership experience in NRC application development and technical review processes.
  • Experience with criticality safety, environmental compliance, and emergency planning frameworks for enrichment facilities.

The base salary range for this position in [[stateProvince]] at the start of employment is expected to be between $[[cust_salaryMin]] and $[[cust_salaryMax]] per year. However, the base salary offered is based on local job market factors, and may vary further depending on factors specific to the selected job candidate, such as job-related knowledge, skills, experience, and other objective business considerations. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits. Details of participation in these benefit plans will be provided at such time the selected job candidate receives an offer of employment. If hired, the selected job candidate will be employed 'at-will,' unless employed at a location and in a position subject to a collective bargaining agreement.
