Job summary

Cross Resource Group seeks a Licensing & Environmental Consultant in Richland, WA to shape the licensing and environmental strategy for a new nuclear development program. Qualifications

• U.S. citizenship and willingness to complete site-access and badging processes.

Responsibilities

• Develop practical licensing and environmental strategies that support milestones for a new nuclear development program.
• Advise management on complex nuclear licensing, environmental, regulatory, and industry guidance matters and translate them into actions.
• Interface with reactor technology vendor, architect-engineer, and other suppliers to plan, develop, review, and control licensing deliverables.
• Manage preparation of the Preliminary Safety Analysis Report and Final Safety Analysis Report for construction-permit and operating-license applications.
• Lead development of plant technical specifications and the Technical Requirements Manual.
• Manage licensing documents and program descriptions supporting fire protection, emergency preparedness, security, cybersecurity, and other regulatory areas.
• Ensure licensing documents satisfy regulatory requirements and are traceable to validated sources.
• Prepare for and conduct technical and management meetings with regulators; coordinate responses and follow-up actions.

Licensing & Environmental Consultant

A major public-power organization is seeking a senior nuclear licensing consultant to shape the licensing and environmental strategy for a new nuclear development program. This consultant will lead preparation and quality control of construction-permit and operating-license documentation, coordinate closely with the reactor technology vendor, and advise leadership on complex regulatory issues.

The strongest candidate will bring at least 10 years of commercial nuclear power plant experience in Regulatory Affairs, Licensing, or Environmental functions, with direct NRC-facing work and deep familiarity with safety analysis reports, technical specifications, licensing-basis validation, and regulated submittals.

Location: Richland, Washington

Schedule: Monday-Thursday, four 10-hour days

Work Setting: Hybrid; onsite is preferred, with up to 50% remote work available

Contract Duration: Long-term contract opportunity with the ability to extend over 5-10 years

Pay Rate: $82.25-$96.50 per hour, depending on experience level and client approval

Benefits

• Washington paid sick leave accrues at a minimum of 1 hour for every 40 hours worked, approximately 52 hours or 6.5 eight-hour days over a 2,080-hour work year.
• Eligible non-local contractors who live more than 100 miles from the Richland site may receive $216 per day in non-taxed per diem, paid seven days per week for the first 12 months. That is approximately $78,840 in first-year per diem support, subject to eligibility confirmation.
• Benefit eligibility, plan details, waiting periods, employee costs, per diem eligibility, and leave administration will be confirmed during onboarding.

• Advise management proactively on complex nuclear licensing, environmental, regulatory, and industry-guidance matters and translate them into project-specific actions.
• Interface with the reactor technology vendor, architect-engineer, and other suppliers to plan, develop, review, and control licensing deliverables.
• Manage preparation of the Preliminary Safety Analysis Report and Final Safety Analysis Report supporting construction-permit and operating-license applications.
• Lead development of plant technical specifications and the Technical Requirements Manual.
• Manage licensing documents and program descriptions supporting fire protection, emergency preparedness, physical security, cybersecurity, nuclear material control and accounting, radiation protection, the Offsite Dose Calculation Manual, inservice inspection and testing, and fitness for duty.
• Ensure licensing documents satisfy applicable regulatory requirements, align across disciplines, and are traceable to validated source documentation.
• Prepare for and conduct technical and management-level meetings with regulatory agencies; coordinate responses, commitments, and follow-up actions.
• Drive consensus across internal organizations and external partners while recognizing when the licensing basis requires a firm position.
• Support authorized business travel when required by the technical representative.

Qualifications

• Bachelor's degree from an accredited college or university.
• At least 10 years of experience at a commercial nuclear power plant in Regulatory Affairs, Licensing, Environmental, or closely related licensing-basis roles.
• Working knowledge of NRC regulations, licensing processes, environmental requirements, and industry guidance applicable to nuclear facilities.
• Demonstrated experience developing, reviewing, validating, or managing licensing submittals and source-document traceability.
• Understanding of submittals made under oath or affirmation and the rigor required for complete, accurate, and auditable regulatory documentation.
• Ability to lead technical meetings and maintain effective professional relationships with regulators, vendors, engineering organizations, and management.
• Excellent written and oral communication skills, sound judgment, and the ability to perform in a time-constrained regulatory environment.
• U.S. citizenship and willingness to complete required nuclear site-access and badging processes.

Preferred Qualifications

• Direct experience with new-reactor, advanced-reactor, major licensing-project, or construction-permit and operating-license application work.
• Ownership of PSAR, FSAR, technical specification, licensing-basis, or environmental-report content and associated NRC interactions.
• Experience coordinating a reactor technology vendor, architect-engineer, specialist suppliers, and owner organizations across a complex licensing schedule.
• Experience with one or more operational program areas such as fire protection, emergency preparedness, security, cybersecurity, MC&A, radiation protection, ODCM, ISI/IST, or fitness for duty.
