Job description

Our client is seeking a Licensing & Environmental Consultant to work within their facilities located in Richland, WA for an initial 1-year assignment. This opportunity supports new nuclear development within a clean energy and public power organization focused on safe, reliable and cost-effective power generation. This role offers the chance to contribute to complex regulatory, environmental and licensing activities, working across construction permits and operating license documentation in a highly technical nuclear facility setting. This position will suit candidates with strong expertise in regulatory affairs, licensing documentation and environmental requirements.

Job Responsibilities:
  • Develop strategic approaches to licensing and environmental activities that support organizational goals for new nuclear development.
  • Provide technical advice and proactive counsel to management on complex licensing, environmental and other regulatory matters.
  • Interpret and verify industry guidance and regulatory requirements for application to project-specific issues.
  • Interface with reactor technology vendors and other vendors to manage preparation of licensing documentation.
  • Manage preparation of documentation supporting construction permit and operating license applications, including the Preliminary Safety Analysis Report and Final Safety Analysis Report.
  • Manage development of technical specifications and the technical requirements manual.
  • Oversee development of licensing documents as directed by licensing management.
  • Ensure documentation meets regulatory requirements and is appropriately validated against source documentation.
  • Conduct and support technical meetings with regulatory management while maintaining a professional relationship with regulatory agencies.
Required Skills:
  • Essential: Knowledge of validation of licensing document submittals and requirements for submitting documents under oath or affirmation.
  • Essential: Ability to work collaboratively across closely linked roles to achieve shared goals and reach consensus across differing viewpoints.
  • Essential: Judgement to stand firm when required in the face of opposition within a regulatory setting.
  • Essential: Ability to manage effectively in a highly stressful, time-constrained regulatory environment.
  • Essential: Excellent oral and written communication skills.
  • Essential: Ability to conduct meetings with regulatory management and lead technical discussions effectively.
Education/Experience:
  • Essential: Bachelor's degree from an accredited college or university.
  • Essential: 10 years of experience at a nuclear power plant in Regulatory Affairs, Licensing, or Environmental roles.
  • Essential: Experience working within licensing and environmental regulations pertaining to a nuclear facility.
