Job summary

Restorative Response Baltimore is seeking a contracted behavioral health provider to deliver trauma-informed screening, brief intervention, and referrals for adults affected by incarceration and related stress. The role requires current, unrestricted Maryland licensure and experience serving individuals with complex social needs, violence exposure, and trauma.

  • Experience serving adults affected by incarceration, trauma, violence, behavioral health barriers, or complex social needs.
  • Demonstrated cultural humility and ability to work effectively with Black communities and Baltimore City residents.
  • Capacity to meet agreed service timelines, maintain secure records, and provide compliant invoices and aggregate reports.

Responsibilities

  • Establish a clear referral, consent, scheduling, crisis-response, and communication workflow with RRB.
  • Provide trauma-informed screening, brief intervention, clinical support, or referral as authorized.
  • Respond to incarceration-related stress, trauma, violence exposure, substance use, and family disruption in a participant-centered way.
  • Offer timely appointments and communicate referral disposition and attendance status when legally authorized.
  • Maintain complete clinical records separate from RRB program records and comply with HIPAA and Maryland law.
  • Support case consultation and service coordination without disclosing protected information beyond authorization or legal requirements.
  • Provide aggregate service and outcome data for grant reporting, invoicing, and quality improvement.

CONTRACTED BEHAVIORAL HEALTH PROVIDER
Core deliverables
  • Establish a clear referral, consent, scheduling, crisis-response, and communication workflow with RRB.
  • Provide culturally responsive, trauma-informed screening, brief intervention, clinical support, or referral to an appropriate level of care as authorized by the agreement.
  • Use participant-centered practices responsive to incarceration, reentry stress, grief, violence exposure, substance use, family disruption, and other relevant needs.
  • Offer timely appointments and practical engagement options; communicate referral disposition and attendance status when legally authorized.
  • Maintain complete clinical records separately from RRB program records and comply with HIPAA, professional ethics, consent requirements, and Maryland law.
  • Support case consultation and service coordination without disclosing protected information beyond participant authorization or legal requirements.
  • Provide aggregate service and outcome data needed for grant reporting, invoicing, and quality improvement.
Required qualifications
  • Current, unrestricted Maryland license appropriate to the services provided and professional liability coverage.
  • Experience serving adults affected by incarceration, trauma, violence, behavioral health barriers, or complex social needs.
  • Demonstrated cultural humility and ability to work effectively with Black communities and Baltimore City residents.
  • Capacity to meet agreed service timelines, maintain secure records, and provide compliant invoices and aggregate reports.
Program target

At least 65% of participants will receive behavioral health referrals, and at least 60% of those referred are expected to attend one or more sessions.
